Rent Stabilization Virtual Information Sessions Underway

The Prince George’s County Rent Stabilization Workgroup will start convening later this summer and will assist the County in developing recommendations to be included in a permanent rent stabilization bill.  Before the workgroup officially convenes, the County is hosting three fact-finding presentation and discussion sessions to help begin to delve into this topic.

The first session took place on June 23rd and discussed local and national research. You can view the recording here.

The second and third virtual information sessions will take place on July 12th and 13th, 2023 from 5:30 PM to 7:00 PM. You can sign up for the July 12th session here and for the July 13th session here.

Rent Stabilization Act and the Emergency Act Concerning Landlord Retaliation for Rent Stabilization

On April 17, 2023, the Rent Stabilization Act of 2023 went into effect, limiting rent increases for some renters to 3% annually. 

The law applies to Prince George’s County landlords who use month-to-month rental agreements or agreements/contracts to become month-to-month agreements after a fixed term.  The rent increase limitation is applied annually in the amount they can increase existing rent in certain rental units.  The 3% cap applies to tenants who are currently residing in their units and are renewing their leases during the effective period.

The Notice to Landlords provides information on exemptions and outlines what information landlords need to provide to their tenants.

Ribbon Cutting for New Senior Apartment Building


DHCD Staff and Developer Team at Homes at Oxon Hill

Cloudy skies could not dampen the excitement at the ribbon cutting ceremony at Homes at Oxon Hill.  On June 14, the Prince George’s County DHCD team joined affordable housing developer Homes for America, the Housing Authority of Prince George’s County, the Foundation Development Group, the Maryland DHCD team, elected officials, and residents to celebrate the opening of Homes at Oxon Hill. 

This new construction senior apartment building has 162 one- and two-bedroom units, and includes amenities such as a fitness room, a community room with a kitchen, in-unit washer/dryer, and more.  The County provided $1.5 million in HOME funds and a PILOT(Payment In Lieu Of Taxes) towards the financing for Homes at Oxon Hill that was developed on previously vacant land owned by the Housing Authority of Prince George’s County.

As County Executive Angela Alsobrooks notes in her economic development strategy,  “We cannot have quality economic development without affordable housing.  Our key economic development goals for growing jobs and the commercial tax base must be anchored by infrastructure that serves a range of household incomes, especially around transit-oriented development opportunities like the Homes at Oxon Hill.”

“This project demonstrates the strength of our economic development community and what we can achieve when we work together as true partners.  Ensuring equitable growth and the creation and preservation of quality affordable housing is a cornerstone of the County’s economic development platform,” said Angie Rodgers, Deputy Chief Administrative Officer for Economic Development. 

DHCD continues to work closely with residents, community-based organizations, and housing advocacy groups to identify the right balance of programs and opportunities to turn our shared goals into realities and to ensure the delivery of quality affordable housing opportunities for all Prince Georgians.

Stand Up and Deliver Team Briefs County Council on Its Success


Stand Up and Deliver

On June 20th, the Stand Up and Deliver Team provided a briefing for the Prince George’s County Council on the outcome of the Stand Up and Deliver Program.  The Stand Up and Deliver Program was created by the County Executive to address food insecurity during the COVID-19 pandemic. Partners included Employ Prince George’s, the Prince George’s County Office of Community Relations, and 28 participating non-profit distribution sites, who implemented emergency food distribution throughout Prince George’s County.  With funding support from the Maryland Department of Housing and Community Development, the Prince George’s County Department of Housing and Community Development (DHCD) was able to provide Community Development Block Grant – COVID 19 grant funds to assist with implementing the program. 

An innovative model launched in May 2020, the CDBG CV-2 grant funded the County's purchase of 34,800 boxes of perishable and non-perishables each week, and distributed 158,200 prepared meals between December 2021 through June 2022.  Stand Up and Deliver was designed to address food insecurity, nonprofit sustainability, and strategically support small and minority businesses during the pandemic.  The program hired 13 staff members to meet residents car-side to distribute groceries and household goods.

Facing Eviction?

If you are facing eviction due to delinquent rent and you have a court summons, court judgement, or warrant of restitution, you may be eligible for the Prince George’s County Emergency Rental Assistance Program (ERAP).

For assistance, call the ERAP HOTLINE at (301) 883-6504, then press 9 and a customer service representative will help you with obtaining an application.

If you’re eligible for assistance, ERAP can pay up to 18 months of late rent or provide funding to help you relocate to a new home.

NOTE:  The Emergency Rental Assistance Program has not re-opened.  Funding is available for eligible renters with a pending eviction.
