Apply to Be Part of the Police Accountability Board

Dear Prince Georgians:

The Office of the County Executive is accepting letters of interest and resumes for individuals wishing to be appointed to the Police Accountability Board (PAB). The establishment of the PAB is a direct result of HB 670, one of several bills under the Police Accountability Act of 2021, passed in 2021 by the Maryland legislature.

Under the Maryland Police Accountability Act of 2021, each county in the State is now responsible for creating a PAB, whose purpose is to work with all law enforcement agencies in the County to improve matters of policing. The PAB shall:

  • Meet quarterly with County law enforcement agency heads and otherwise work with them to improve policing in the County
  • Appoint two civilian members to the Administrative Charging Committee and one civilian member to the administrative trial board(s)
  • Receive complaints of police misconduct filed by members of the public
  • On a quarterly basis, review the outcomes of disciplinary matters considered by charging committees
  • Submit a report to the County Executive and County Council that identifies any trends in the disciplinary process of police officers in the County and makes recommendations on changes to policy that would improve police accountability in the County by December 31 each year

The prospective nominees will participate in a public engagement process that was approved by County Council Resolution—CR-90-2022. In advance of the listening session, qualifications of nominees and reasons why they are being considered for nomination will be posted online and shared publicly via a link to the County website. No personal information such as home addresses or phone numbers will be posted. Questions from the public may be submitted in advance of the public listening session. During the public listening session, each nominee will give a brief opening statement, followed by a moderated question/answer period.

Five (5) members shall be nominated by the County Executive, subject to confirmation by the County Council and five (5) shall be nominated by County Council. The County Executive shall nominate for approval by the Council, the Chair of the Board. The following are not eligible to serve on the PAB:

  • An active police or law enforcement officer
  • Employee of the Prince George’s County government
  • Employee of the Office of the Sheriff of Prince George’s County
  • Employee of a municipality located within Prince George’s County
  • Employee of Maryland State government
  • An elected official or candidate for political office within County government, State government or municipality within Prince George’s County
  • A former police officer on the “do not call” list of the State’s Attorney

If you would like to be considered for appointment by the County Executive, send your letter of interest and resume to pgcboardsvacancy@co.pg.md.us no later than Friday, September 9, 2022. If you applied earlier this year, you do not need to reapply. Final candidates are subject to confirmation by the County Council. Applicants must be Prince George’s County residents and at least 21 years of age to serve on the Board.

In addition, please note that this announcement applies only to nominations that will be made by the County Executive. The nominations that will be made by the County Council are following a separate process being coordinated by the County Council.
