Unanimous Vote for
Common Ownership Communities Legislative Package
The Prince George’s County Council, during
the final 2015 legislative session on Tuesday, November 17, 2015, voted
unanimously to adopt a trio of bills, CB-49-2015, CB-50-2015, and CB-58-2015, addressing consumer
matters related to Common Ownership Communities.
Vice-Chair Derrick Leon Davis (D) – District
6, led the effort to move the initiative forward through the Council’s
Transportation, Housing and Environment Committee, which convened a 22-member
Common Ownership Communities Workgroup on December 6, 2013 to develop
recommendations.
Council Vice-Chair Davis says Council
adoption of these bills will sustain and strengthen common ownership throughout
Prince George’s County.
“There are unique concerns associated with
common ownership communities and stakeholders have devoted considerable time to
the study and deliberation of these issues. I appreciate the dedication
of the workgroup and the consensus of my Council colleagues to accomplish this
arduous task. We have achieved a legislative package that provides
a critical tool for our residents by creating a more equitable resolution
process and clarifying the roles of existing County agencies. My
colleagues and I agree that while there is more work to do, these bills offer
an important step in the right direction.”
Council Vice-Chair Davis also thanked County
Executive Rushern L. Baker, III for his support.

and his staff on the challenges around common ownership and the commitment to
implement these new laws will help move our County forward as we provide
greater consumer protection in Prince George’s County.”
The Common Ownership Communities legislative
package achieves three basic goals. CB-49-2015 creates a Commission on
Common Ownership Communities to advocate for the concerns of common ownership
communities and businesses. CB-50-2015 enhances the County’s Common
Ownership Communities Program by providing for violations, charges, and
fees. CB-58-2015 amends the Common Ownership Communities Program to
assist governing bodies, owners, and residents of homeowners’ associations,
residential condominiums, and cooperative housing corporations with education,
training, and dispute resolution and/or administrative hearing procedures in
matters relating to these communities.

Council sits as the District Council on zoning and land use policy, and as the
Board of Health to govern and guide health policy. The County Council
meets as a legislative body on Tuesdays in the Council Hearing Room on the
