Happy Birthday, Head Start! 61 Years of Head Start: A Strong Start for Every Child
On May 18, Head Start celebrated its 61st birthday! For more than six decades, Head Start has supported children, families, and communities across the country. Since its founding in 1965, the program has served more than 40 million children across the nation, helping build strong foundations for lifelong success.
This milestone highlights the dedication of the educators, staff, parents, and partners who make this work possible.
Across Maryland, Head Start programs provide vital early learning, health, and family support to thousands of children each year—strengthening families now and building stronger communities for the future.
Thank you for your continued leadership, dedication, and belief in the promise of every child.
Check out a video message from the Director of the Office of Head Start and learn more on the National Head Start Association website.

New Federal Requirement: Monitoring for Lead in Drinking Water at Schools and Child Care Facilities
The Maryland Department of the Environment (MDE) is reaching out to schools and child care facilities to inform them of a new requirement for public water utilities related to the federal Lead and Copper Rule Improvements (LCRI).
This new requirement under the federal LCRI is different from the Maryland state law (House Bill 270, 2017) that requires schools serving pre-K to Grade 12 to test for lead in drinking water. Schools will need to continue to monitor for lead at all drinking water outlets on a three-year cycle as required under state law unless they have been granted a waiver.
In preparation for this compliance date, public water utilities (i.e., water systems) are tasked with compiling a list of elementary and secondary schools and child care facilities they serve that meet the criteria outlined in Title 40 of the Code of Federal Regulations (CFR) Section 141.92 by November 1, 2027.
With this in mind, public water utilities will likely be reaching out to schools and child care facilities to gather basic information (e.g., school ID number, child care facility license number, grade levels served at school, date(s) of building construction/renovation, etc.). The water system will use this information to provide the required list to MDE.
While water systems are responsible for complying with the LCRI, schools and child care facilities should be aware of this regulation in order to help provide necessary information to the water utility as they create this list and complete other compliance activities related to the LCRI.
Contact MDE at CWSreporting.LCRIschoolchildcare@maryland.gov for any questions related to this requirement.
