UPDATED: Maryland Child Care Regulations
1. Rental or Lease Properties: Form 1296 must be signed by anyone applying for a registration. For those currently operating a child care program in a rented or leased property, this form must be submitted prior to your anniversary month.
2. Pool Regulation: All providers with a pool must meet the new regulation by May 15, 2020, prior to summer. This will be enforced during inspections after this date. If you have not applied for the Family Child Care Provider Grant, you can apply for up to $500 to defer some of the cost.
3. Criminal Background Checks (CBCs)/RAP Back: Maryland currently has a waiver for the full implementation of the CBC's. The waiver has granted the providers the ability to "watchdog" an employee until CBC's are received until September 30, 2020. ALL Providers must be fingerprinted for the Rap Back program immediately.
5. Medical Evaluations: For child care centers only, by September 1, 2020, medical evaluations must have been conducted within 5 years of the previous medical evaluation. If a center staff person has not had a medical evaluation in 6 years or more, they must have a new one by September 1, 2020. If they have one conducted in the last 2 years, they would not need one for 3 more years.
6. Health & Safety Training Requirements: H&S training must be completed within 90 days of employment if hired or registered after January 13, 2020. If not completed by current/active providers/staff, it must be completed by June 30, 2020.
Regulations will only be available on the website until February 28, 2020.
After February 28, the regulations will only be available from the Division of State Documents. Providers will have to purchase copies of the regulations from the State Documents. The Office of Child Care, Division of Early Childhood and MSDE will not permitted to give out or share the regulations.
The FREE February training will run February 3 at 9:00am through February 24 at 9:00am.
Registration for the March course will be February 21-28.

Early Learning Assessment Updates
The Early Learning Assessment allows early childhood teachers and care-providers to collect and use assessment information to tailor instruction to the individual needs of each child.
The application window will open December 5th and close on February 15th.
STEAM in a Backpack
Baltimore City Child Care Resource Center (BCCCRC) is currently recruiting early care and education professionals in Baltimore City to participate in a free, year long, nature based, outdoor education program called STEAM in a Backpack. During the year you will attend four outdoor training classes, one for each season of the year, held in Baltimore City parks such as Gwynns Falls, Herring Run, or Clyburn Arboretum, as well as the Growing Up WILD training through the Maryland State Department of Natural Resources. Participants all receive a backpack filled with tools and children’s books to enhance exploration and learning in the natural world and technical assistance to implement nature-based learning in their child care program. Maryland Receives $26.8 Million Toward Early Childhood System
The Maryland State Department of Education (MSDE) has been awarded a $26.8 million Preschool Development Birth through Five (PDG B-5) Renewal Grant. The grant will help continue the strategic planning and system development of the state’s mixed-delivery early childhood system. Maryland’s earliest learners start their education in a variety of settings, including center and family childcare providers, Head Start, schools, and other early learning centers and programs. The three-year renewal grant will allow MSDE, state/local partners, and stakeholders to enhance, expand, and build upon activities in the state’s PDG B-5 initial one-year grant.
