Participants at this year's Teacher's of Promise Institute take part in an alternative brain-storming exercise.
MSDE's 13th Annual Teachers of Promise (TOP) Institute was a huge success for all of this year's sponsors and participants.
The TOP program matches students to Teachers of the Year and other award-winning educators in a mentor/mentee relationship which provides support and guidance to future teachers and pulls from the knowledge of seasoned teachers.
This mentor program culminates in a one-day institute, supported by sponsors of the Maryland Teacher of the Year Program as well as the Maryland State Education Association, Maryland Independent College & University Association, and SMART Technologies. Thanks to the sponsors of the program, each innovative activity and exercise ran smoothly and successfully. Presenters got TOP participants up and moving, while thinking about how to incorporate these exercises into their own classroom.
Each year, an average of 140 students from 20 Maryland Colleges and Universities participate in the TOP program and one day institute. For more information, follow this link.

The following actions were taken at the March 26, 2019 State Board of Education meeting:
- Approved permission to publish amendments to Regulation .09C under Code of Maryland Regulations (COMAR) 13A.03.02 Graduation Requirements for Public High Schools in Maryland. The amendments delay, for two years, the High School Maryland Integrated Science Assessment as a graduation requirement.
- Approved permission to publish amendments to Regulations .01—.04 under COMAR 13A.03.04 Test Administration and Data-Reporting Policies and Procedures. The amendments update the list of tests administered by the MSDE, clarify that “security” and “monitoring” apply to all instruments administered by the MSDE, clarify that personnel should be trained at least annually in test administration policy and procedures, and clarify eligibility requirements for Local Accountability Coordinators, School Test Coordinators, Test Administrators, Proctors, and Accommodators.
- Approved permission to publish amendments to Regulations .01 and .05 under COMAR 13A.10.01 Home Instruction. These amendments eliminate observation of instruction as part of the portfolio review process for home instruction programs being supervised by a local school system or a nonpublic school or institution.
- Approved the Maryland Career and Technology Education Transition Year State Plan 2019 – 2020.
- Approved Chesapeake Public Charter School’s waiver application to open school for pupil attendance prior to Labor Day for the 2019-2020 school year.
- Approved Allegany County Public Schools’ waiver application to open schools for pupil attendance prior to Labor Day for the 2019-2020 school year.
- Approved Garrett County Public Schools’ waiver application to open schools for pupil attendance prior to Labor Day for the 2019-2020 school year.
