The Montgomery County Office of Legislative Oversight (OLO) is studying how local small businesses experience County Government contracting.

The Montgomery County Office of Procurement’s Fiscal Year 2025 (FY25) Annual Reports for the Minority, Female, and Disabled-Owned Business Program (MFD), and the Local Small Business Reserve Program (LSBRP) showed a record high $274 million awarded to certified MFD businesses. This represents 21.21% of the total eligible dollars ($1,292,084,215) allocated for MFD participation, marking a 10% increase in dollar amount from last year. For the third consecutive year, the MFD Program has set a record in the total dollar amount awarded to certified vendors. In FY25, the County awarded $133 million in contracts to certified Local Small Business Reserve Program (LSBRP) vendors. The amount represents 33.7% of the eligible dollars for the LSBRP — marking the highest percentage since the program began in 2009. More than one-third of eligible spending went to local small businesses.
