A news conference was held to announce the $7.75 Public Service Support Package
On October 28, which marked 28 days since the Federal Government Shutdown, I joined my County Council colleagues at a news conference to express our strong support for those affected by the Trump administration’s ongoing attacks on human rights. In response to this urgent need, led by Council President Stewart, we introduced a significant $7.75 million Public Service Support package designed to assist county residents, small businesses, and nonprofits facing financial hardships.
This package is not only necessary; it is imperative. It provides a comprehensive solution that includes targeted funding for nonprofits and small businesses. The entire Council will present this special appropriations package on November 4, followed by a public hearing and a Council vote scheduled for November 18.
Celebrating WorkSource Federal Workforce Career Center Grand Opening
County, state leaders, and community partners celebrated at Worksource Montgomery’s Wheaton office
Team Sayles joined County Executive Marc Elrich, leaders from across the county, and representatives from the local business community to celebrate the grand opening of the Mobilize Montgomery Federal Career Center.
Located within the Wheaton American Job Center, this new center is designed to assist furloughed and displaced federal workers, contractors, and others who are navigating career transitions due to ongoing reductions in the federal workforce. Montgomery County residents can benefit from resume assistance, job placement support, career and entrepreneurial coaching, and professional development programs.
The center operates Monday to Thursday from 8:30 a.m. to 5 p.m., and on Fridays from 8:30 a.m. to 3 p.m. Job seekers interested in utilizing the center’s services can visit www.mobilize-montgomery.com/fwcc, email fwcc@worksourcemontgomery.com, or call (240) 283-1509 for more information.

On the first day of the Federal Government Shutdown, I joined Congresswoman April Delaney, members of the Democratic Women’s Caucus, County Executive Elrich, colleagues, local nonprofits, and members of our county’s Health and Human Services team for a tour of the healthcare, food assistance, and social safety net resources available at the Sidney Kramer UpCounty Regional Service Center. This event highlighted the harmful impacts that the federal government shutdown is having on local public health facilities, as well as the commitment of public servants at all levels of government to support our most vulnerable residents during this challenging time.
I am grateful that Congresswoman Delaney was able to demonstrate to her colleagues how Montgomery County cares for its residents when the federal government has turned its back on us. At the local level, we will ensure that our residents have access to quality medical services, and I hope this experience will bolster her efforts to reopen the government while preserving affordable healthcare access for families across the country.
Governor Moore Visits the Health Department

I was honored to join Governor Wes Moore on October 3, Day 2 of the Federal Government Shutdown, for a visit to one of our County’s Health clinics. During our visit, we discussed the healthcare subsidy cuts for many Marylanders, a direct consequence of the federal government shutdown.
Touring the facility and engaging with the dedicated staff was inspiring. I stood proudly alongside the Governor as he spoke about the far-reaching effects of the shutdown on residents in Montgomery County and across the state.
As a public health professional and the Council’s Lead for Eliminating Disparities, I understand the critical importance of access to healthcare. I stand with the governor as we continue to advocate for affordable healthcare options for everyone.

Breast Cancer Awareness Month
Celebrating Breast Cancer Awareness Month
October is Breast Cancer Awareness Month. In Montgomery County, the breast cancer mortality rate for Black women exceeds that of white women by over 30%. Having experienced my own health scare, I understand the vital role of early detection and a support system. This month, I participated in various events, including the BREM Bash, where I met inspiring survivors and those currently fighting the disease. Their strength left me feeling empowered.
On October 14, I led our annual proclamation ceremony, joined by Council President Kate Stewart and Councilmember Marilyn Balcombe, a 15-year survivor. Oge Okeke from the Primary Care Coalition and Julia Kepniss from the BREM Foundation also shared valuable insights on breast health and their Wheels for Women program.
Lastly, I enjoyed attending “The Park Goes Pink” event, which featured a youth drumline, resource tables, and health screenings. As the Council’s Lead for Eliminating Disparities, I encouraged attendees to check their breasts regularly to recognize abnormal changes, build supportive networks, and prioritize annual health check-ups!
Proclaiming National Farmers Day
Commemorating National Farmers Day & the Inaugural Farm-to-Table Symposium
I am proud to have organized the 3rd Annual Farmers Day Appreciation Proclamation, officially recognized on October 12, celebrating the essential role our agricultural sector plays in providing fresh, sustainable food. This event highlights the importance of supporting our farmers and the community involved in healthy local food production.
On October 7, in honor of National Farmers Day, my fellow council members and I hosted a breakfast for Montgomery County farmers in Rockville. This gathering allowed us to express gratitude for their vital contributions and hear their insights, which will guide our advocacy efforts, in light of the federal government shutdown and the impending cuts to the Supplemental Nutrition Assistance Program (SNAP).
Following breakfast, I proudly presented a proclamation recognizing National Farmers Day in the Council meeting room. I am thankful for the dedication of our Office of Agriculture, Farmers, and Nonprofits for their commitment to our community.

The Foundation for the Maryland Commission for Women hosted a 60th Anniversary Brunch on October 5, 2025, in Chevy Chase, MD, at the home of Commissioner and Foundation President Sarah Klein. I was honored to sponsor this event alongside other Maryland women leaders, all united in our commitment to raising funds necessary to operate the Commission for Women’s Internship Program and its Young Women Leaders grant program.
It was a wonderful occasion to celebrate a significant milestone while continuing our collective efforts to advance women’s rights and opportunities in Maryland!

I recently had the fantastic opportunity to connect with members of our vibrant Hispanic business and nonprofit community at the joint Business After Hours Chamber Mixer hosted by the Greater Silver Spring Chamber of Commerce, Hispanic Chamber of Commerce of Montgomery County, and the Wheaton-Kensington Chamber on October 6, which was truly inspiring! It was a wonderful evening to network and gain valuable insights into how our Hispanic business leaders are innovating and thriving right here in Montgomery County. I’m excited to see how these connections will continue to foster growth and collaboration in our community and economy!

I was honored to attend the annual Hispanic Leadership Awards Gala at the Hyatt Regency Bethesda, where I celebrated with some of Montgomery’s most inspiring Hispanic leaders. The event recognized individuals who have made a positive impact in the Montgomery County community.
During the ceremony, six leaders were acknowledged for their significant contributions through their work, as well as their achievements in both business and public service.

As a proud mother of a graduate from MCPS, Montgomery College, and the University of Maryland, College Park, as well as a former Nationally Certified Pharmacy Technician, I deeply value education pathways from cradle to career and beyond. One shining example of this commitment is YouthBuild RHE, a program from Rockville Housing Enterprises that empowers young people aged 16 to 24 who face barriers to employment. This transformative workforce and career preparation initiative supports youth on their journey toward self-sufficiency, offering a path to earn a GED for those who are no longer in school.
It was an honor to share inspirational remarks at the spring 2025 graduation during the capstone presentations. Twelve remarkable students showcased their achievements and presented portfolios reflecting their six months in the program. These young individuals gained valuable skills in the construction trades, and I am hopeful that their experiences will open doors to meaningful employment opportunities. Congratulations to the graduates! I eagerly anticipate hearing about your future successes.

After facing the challenges of being closed since 2019 due to a kitchen fire, the establishment has been beautifully restored by Selim Kantar. His dedication and hard work are truly inspiring. This reopening is not just about the restaurant; it is a remarkable testament to resilience and passion in the face of adversity. Local leaders enjoyed taking a moment to raise a glass and extend our warmest wishes to the incredible team at Olney Ale House as they begin this exciting new chapter. Please join us in supporting and encouraging one of our local small businesses!
Take your Legislator to Work Week
I had a great time connecting with Safeway workers like Jennifer to learn about their valuable contributions to our community!
I had a wonderful time at Safeway in Bethesda for Take Your Legislator to Work Week, a meaningful initiative during National Disability Employment Awareness Month! This experience allowed me, alongside other state and county officials, to engage directly with employers and their employees with disabilities, learning about their hiring journeys and the countless benefits that come from this collaboration spearheaded by The Arc of Montgomery County. It was incredibly uplifting to gain insights into the invaluable contributions neurodiverse individuals bring to our workforce and community daily.
A fun little-known fact: Safeway was actually my first employer, so it was especially heartwarming to return and see how they continue to create pathways to self-sufficiency for residents of all abilities. I’m excited about the positive impact we can continue to make together!
Germantown and Kentlands Celebrate Oktoberfest

Team Sayles attended the 32nd annual Oktoberfest in Downtown Kentlands. The festival took place along Main Street and Inspiration Lane, in and around the Arts Barn, Kentlands Mansion, and the Village Green. The team enjoyed the great turnout at the event and appreciated everyone who stopped by to say hello!
Additionally, Team Sayles stopped by the 2025 Germantown Oktoberfest held at the BlackRock Center for the Arts. This annual tradition attracts over 4,000 attendees who experience the seasonal and cultural diversity of Germantown, showcasing its rich cultural heritage. It was wonderful to see visitors, businesses, families, and children enjoying the festivities and the beautiful fall weather!

I was honored to introduce my friend and Maryland Senator Cory McCray to speak about his autobiography, “The Apprenticeship That Saved My Life,” during his appearance at the Rockville Memorial Library. Senator McCray discussed his personal journey, which took him from the streets of Baltimore to becoming a journeyman electrician and eventually serving in the Maryland Senate.
McCray highlighted the importance of mentorship, skilled trades, and the opportunities provided by second chances in transforming lives. Additionally, he reflected on how communities can create stronger pathways for future generations. Congratulations to Senator McCray on the release of his autobiography and for the uplifting message behind his work and life.

This year’s ceremony, held in Rockville, celebrated those who have made a positive impact on Montgomery County’s economy and community. Eric’s ID Law Launch Event
Eric’s ID Law has launched in Maryland and is designed to help those with hidden disabilities
After two long years of advocacy and organizing, I was proud to join Eric and his mother, Linda Carpenter-Grantham, to celebrate the implementation of Eric’s ID Law, which has made Maryland a beacon of hope for individuals with hidden disabilities.
This law introduces a butterfly symbol on identification, indicating that individuals with hidden disabilities deserve respect and understanding from law enforcement and first responders. Statistics show that individuals with developmental disabilities are seven times more likely to encounter law enforcement, increasing the risk of harm.
Under Eric’s ID Law, Maryland residents with developmental or intellectual disabilities can add the butterfly symbol to their driver’s license, ID card, or moped permit to improve communication with first responders.
Let this law remind everyone that you are seen, you are heard, and you deserve respect and protection.

Community members enjoyed the Montgomery Village Foundation’s 16th annual Great Pumpkin Race and Fall Festival.
I was delighted to join the Montgomery Village Foundation for its 16th annual Great Pumpkin Race and Fall Festival at the North Creek Community Center. I particularly enjoyed the Great Pumpkin Race, which featured side-by-side, single-elimination races in various categories. It was so much fun to see all the creatively decorated pumpkin race cars! Congratulations to all the racers and the winners of the pumpkin race trophy. I had such a fantastic time meeting everyone! A big thank you to the organizers for inviting me to this special Community event.

I had a wonderful time celebrating my Caribbean-American heritage while connecting with Governor Wes Moore at the Caribbean-American Political Action Committee (C-PAC) 20th annual Founding Patrons’ luncheon. The theme this year, “20 Years: A Testament to Resilience, Commitment, and Service,” beautifully showcased the remarkable contributions of Caribbean-Americans in the Washington, D.C., Maryland, and Northern Virginia areas.
As we reflect on our achievements, we must also acknowledge the devastation left in Jamaica after Hurricane Melissa, a Category 5 storm. Our thoughts are with those impacted, reminding us of the strength and unity within our community.
C-PAC has tirelessly empowered us, advocating for our unique voices and needs. Their mission aligns with my commitment to the residents of Montgomery County. Let us stay vigilant for updates on relief efforts in partnership with the Jamaican Embassy. Together, we can forge connections among friends and neighbors, building a vibrant, inclusive, and diverse community that uplifts us all!

I was delighted to join colleagues at the Mid-Autumn Vietnamese American Services Festival in Wheaton. The event not only showcased vibrant performances and entertainment but also highlighted the essential values of family and community. It serves as a wonderful reminder of our shared responsibility to nurture and empower the next generation.
As we face challenges in some regions where support for diversity initiatives is diminishing and cultural practices are being questioned, festivals like this one play a crucial role in reinforcing the social bonds that bring us together. Let’s continue to celebrate and promote such enriching experiences that strengthen our community.
Montgomery Sister Cities Multicultural Humanitarian Day

Team Sayles participated in the Multi-Cultural Humanitarian Day, sponsored by the Montgomery Sister Cities. This event aims to raise awareness about the mission and goals of the Montgomery Sister Cities, as well as the five sister city programs currently in progress. The program also seeks to promote citizen-to-citizen diplomacy by engaging the diverse youth of Montgomery County while encouraging essential leadership and teamwork skills.
5k Fall Fun Run

I had a wonderful time participating in the District 15 Democratic Caucus 5k Fall Fun Run at the Agricultural History Farm Park in Derwood. I not only enjoyed the run, but also the pep rally and morning stretch. It was truly inspiring to see all my fellow runners ready to take on the course. I want to extend my gratitude to the District 15 Dems for organizing this event. It was a fantastic opportunity for community engagement and an excellent way to kick off a busy day!
Potomac Day Parade and Community Day
It was a grand day at the 2025 Potomac Day parade and community day.
Team Sayles had a wonderful time participating in this year’s Potomac Day parade and connecting with community members at the festival! The event celebrated Potomac and provided an excellent opportunity to meet neighbors in person, answer questions about how my office can assist you, and enjoy the company of all the children and dogs who attended the festivities. On October 13, Team Sayles volunteered at the Shepherd’s Table soup kitchen located at Progress Place in Silver Spring. We spent the afternoon serving meals and supporting our most vulnerable residents. During our visit, I had the opportunity to speak with the staff members and tour the homeless shelter. We were pleased to witness the extraordinary work being done to assist residents in need.
MoCo Epic
 Team Sayles had a great time participating in the MoCo Epic event at the South Germantown Bike Park in Boyds. This festival celebrates mountain biking, the trails, and the community that makes our region an excellent place to ride. Montgomery County boasts over 200 miles of world-class mountain bike trails for everyone to enjoy. We provided volunteer support at an aid station for the 1,200 participants. Riders had the option to join rides of varying lengths: 10, 20, 30, 40, 55, 70, and 100 miles.
Racial Equity & Social Justice Town Hall
 Team Sayles was proud to attend Montgomery County’s Racial Equity and Social Justice Town Hall in Wheaton on October 25th. This annual event, established under the County’s landmark 2019 Racial Equity and Social Justice Act, brought together residents and local experts to highlight the barriers that our Black, Latine, AANHPI, immigrant, disabled, and other diverse communities still face in accessing healthcare, housing, education, economic opportunities, and safety.
We gained valuable insights on how to continue dismantling systemic racism within local institutions. I would like to thank the Office of Racial Equity and Social Justice for organizing this important event, the County officials who led our breakout sessions, and our partners, such as the Minority Health Initiatives, for providing essential resources.
As we confront a Federal administration intent on whitewashing our country’s history and marginalizing the contributions of Black and brown people, it is more important than ever to engage in these conversations. As the first Black woman elected countywide, I am proud to serve a community that understands and embraces this work.

I was honored to celebrate 30 years of leadership, progress, and empowerment at the Maryland Black Caucus Foundation’s Gala Extravaganza. This special evening, led by Delegate Jheanelle Wilkins, Chair of the Maryland Black Caucus and a resident of District 20, brought together lawmakers, community leaders, and supporters to honor Maryland’s rich Black legislative legacy and address issues affecting Black Marylanders and communities of color across the state.
The theme for this year’s gala, “Honoring Our Legacy, Shaping Our Future,” commemorated three decades of advancing equity and opportunity. It highlighted the leaders and organizations that continue to uplift Maryland’s Black communities through policy, innovation, and collective action. It was inspiring to hear from the keynote speaker, Marc Morial, President of the National Urban League, and to enjoy performances by The Black Alley Band and DJ Remi.
The event was emceed by Symone Sanders Townsend of MSNBC and recognized outstanding public servants, businesses, and community advocates. Congratulations on 30 successful years! I look forward to the continued excellence of this esteemed organization. While much has been accomplished, there is still more work to be done to ensure equity for all members of our communities, especially during times when some are disproportionately affected. As a Councilmember At-Large and a member of the Maryland Association of Counties Legislative Committee, I will continue to do my part to ensure that policies crafted at the state level will give voice to the residents who live, work, and thrive in our county.
 Resources for Displaced Federal Workers
WSSC Water has announced a series of measures to support federal employees impacted by the government shutdown and job reductions. Recognizing the financial hardship caused by missed paychecks, Maryland’s largest water utility is taking immediate steps to help ensure impacted customers continue to have access to safe, clean, and reliable water and wastewater services.
Effective immediately, WSSC Water will:
- Temporarily suspend water service turnoffs for customers directly impacted by the shutdown;
- Waive late fees to ease financial pressure for affected federal workers; and
- Extend enrollment in the popular Get Current program through November 30. The assistance program helps eligible customers with a delinquent balance as of June 1, 2025, by offering forgiveness of a portion of the balance.
Additionally, WSSC Water offers a variety of financial assistance programs to help residents. They also provide Promise Pay, an economic assistance program that allows residential and commercial customers with past-due bills to establish affordable, flexible, and interest-free payment plans. This program is designed to make it easier for customers to manage their payments without added financial stress.
Community School Rent Assistance Program Launches
The Community School Rent Assistance Program has officially launched and is now accepting applications.
The Community School Rent Assistance Program provides emergency financial assistance to help families and students enrolled in designated Community Schools in Montgomery County who are at risk of eviction or utility shutoff, facing homelessness, or struggling to secure or maintain stable housing. Through this program, eligible families may receive assistance for past-due rent or utility bills and moving costs, and security deposits for new rental housing.
The Housing Initiative Partnership is administering the program in close collaboration with eligible Community Schools across Montgomery County.

FY26 Healthy Communities Fund Grant Program: Opened August 1, 2025, the Asian American Health Initiative, part of the Department of Health and Human Services (HHS) Office of Community Affairs, and the Office of Grants Management (OGM) are soliciting grant applications from qualified 501(c)(3) or 501(c)(4) nonprofit organizations to administer culturally and linguistically appropriate programs and services that improve the health and wellness of Montgomery County residents with a particular focus on Asian American and Pacific Islander (AAPI) communities. Applicants are encouraged to collaborate with other community organizations to ensure a coordinated, community-driven approach that maximizes resources. $1,500,000 is available within the Healthy Communities Fund with grant awards of up to $150,000 after a thorough competitive review of all completed proposals.

The County Council has hosted online resource meetings covering various topics, including employment, workforce development, unemployment benefits, immigration issues, housing assistance, health and wellness, and essential county services.  Montgomery County is home to thousands of federal workers, contractors, and businesses affected by federal budget cuts. In response, Montgomery County government officials and key partners have launched Mobilize Montgomery, a strategic collaboration designed to support these individuals and businesses. The initiative aims to provide resources, enhance outreach efforts from the Montgomery County government, create toolkits for affected companies, and develop new programs, including weekly webinars and events tailored for employees and employers.
The Mobilize Montgomery coalition includes the Montgomery County Government, Maryland Department of Labor, WorkSource Montgomery, Montgomery County Economic Development Corporation, Montgomery County Chamber of Commerce, the City of Gaithersburg, Rockville Chamber of Commerce, the Maryland Women’s Business Center, and Rockville Economic Development, Inc., as well as additional local chambers.
November 5: The Montgomery County Office of Procurement is holding a Procurement Fair on Wednesday, November 3, 2025, from 8:30 a.m. to 12:30 p.m., in the Silver Spring Civic Building.
This year’s event will feature a variety of informative sessions, including:
- Local and Veteran-Owned Business Certifications – A new workshop highlighting eligibility requirements and the benefits of certification.
- Minority, Female, and Disabled-Owned Business (MFD) Certifying Agencies Panel Discussion – Representatives from certifying agencies will share insights into the certification process and answer questions.
The event will also include a procurement opportunities panel discussion, where participants will learn about future contracting opportunities across the region.

Hosted by The Black Business Council in partnership with MBA Growth Partners, this formal gala celebrates Black-owned businesses and visionary leaders driving innovation and economic growth in Montgomery County. November 22: Montgomery County Thanksgiving Parade. I hope you will join me at this year’s parade as we usher in the holiday season! The event kicks off on the Saturday before the holiday at 10:00 a.m. in Silver Spring. You can expect to see glittering floats, marching bands, 12-foot inflatable turkeys, and Santa Claus himself! The parade steps off at Ellswood Drive and Fenton Street, travels south on Georgia Avenue, and ends at Silver Spring Avenue. The parade takes place rain or shine.
