I was excited to join business and elected leaders to announce the Pike District Partnership's collaboration with the Naval Surface Warfare Center Carderock Division. The ceremonial signing highlights our efforts to transform North Bethesda’s Pike District into an innovation hub with strong partnership at the federal, state and County levels and public-private sectors.

Council takes up attainable housing strategies and rent stabilization regulations

The Council’s Planning, Housing and Parks (PHP) Committee is working hard this summer on several important housing measures. The PHP Committee held our first work session on the Planning Department’s Attainable Housing Strategies Draft Report on June 24, which considers zoning modifications and other policy changes that could permit duplexes, triplexes, townhomes and/or small apartment buildings in targeted residential areas of the County while still allowing the development of single-family detached homes. The proposed changes in the report aim to provide more housing options at different price points to fit the needs of current and future Montgomery County residents and to enable more diverse and economically sustainable neighborhoods. The PHP Committee held a second work session on July 8 and a third work session is scheduled for July 22 at 1:30 p.m. More information is available at the Planning Department’s Attainable Housing Strategies Initiative website.

The Council received the regulations for Bill 15-23 Landlord-Tenant Affairs – Rent Stabilization and record of public comments from the County Executive on June 19. The PHP Committee has scheduled our first work session to review the regulations this Thursday, July 18, and a second work session is scheduled for July 25. The rent stabilization law, passed last July, does not go into effect until the regulations are approved and adopted by the Council. Once the regulations are approved, the allowable rent increase will be CPI-U (inflation) + 3%, capped at 6%. Learn more about the rent stabilization regulations and timeline.

This afternoon, the PHP Committee will receive a briefing on Governor Wes Moore’s housing package passed during the 2024 legislative session of the Maryland General Assembly, receive a briefing on the County’s Design for Life program, and review Bill 8-24 Human Rights and Civil Liberties - Fair Criminal History and Credit Screenings. Homeless Memorial Service

This past month, we joined together for the County’s Homeless Memorial Service to honor the lives and memories of the 62 souls lost over the past year and recommit ourselves to ensuring homelessness is rare, brief, and non-recurring. In the 2024 Point-in-Time survey published by the Metropolitan Washington Council of Governments, there were 1,104 individuals experiencing homelessness in Montgomery County on the night the annual count took place. Thank you to the hardworking team at the Department of Health and Human Services, the People’s Committee, and our partners for all your critical work living out our values of dignity and inclusion.

Bethesda Friday Summer Concerts

Come out each Friday evening for the Summer Concert series in Bethesda hosted by the Bethesda Urban Partnership! Enjoy live music and dancing, plus food, beer and wine from downtown Bethesda restaurants during the free outdoor concert. The concerts take place each Friday in July from 6 p.m. to 8 p.m. and feature bands in a variety of genres. You won’t want to miss the last few concerts of the summer.

Apply to serve on the Board of Investment Trustees for Employee Retirement Plans and the Board of Trustees for the Consolidated Retiree Health Benefits Trust

Get involved in your community by serving on a Montgomery County board, committee or commission. The application periods continue for the Board of Investment Trustees for the Montgomery County Employee Retirement Plans and the Board of Trustees for the Consolidated Retiree Health Benefits Trust. 

The Board of Investment Trustees oversees the investment of approximately $5.5 billion in assets for approximately 16,500 active and retired members of the three retirement plans: defined benefit, defined contribution, and deferred compensation. Additionally, the Board of Trustees is responsible for overseeing the investment program for the Consolidated Retiree Health Benefits Trust, which has assets of approximately $1.4 billion. The Board of Trustees for the Consolidated Retiree Health Benefits Trust consists of 19 trustees, 13 of whom are members of the Board of Investment Trustees, along with additional members representing Montgomery County Public Schools, Montgomery College, retirees and bargaining units.
