The Montgomery County Council will meet on Tuesday, Oct. 4 at 9 a.m. The meeting will begin with two proclamation presentations. The first, presented by Councilmember Craig Rice, will recognize Bullying Prevention Awareness Month. The second, presented by Councilmembers Rice and Sidney Katz, will recognize Constitution Month.
The afternoon session will begin at 1 p.m. with two proclamation presentations. The first, presented by Council President Gabe Albornoz and the County Executive, will recognize Domestic Violence Awareness Month. The second, presented by Councilmember Will Jawando, will recognize National Health Week.

Thrive Montgomery 2050
Worksessions: The Council will hold two worksessions to conduct a comprehensive review of the Planning, Housing and Economic Development (PHED) Committee Draft of the Thrive Montgomery 2050 Plan. Beginning at 9:35 a.m., the Council will review the chapters about compact communities, corridor growth, design and transportation. At 1:45 p.m., the Council will review the chapters about housing, parks, the plan’s conclusion and additional sections on implementation.
The Council is expected to continue to review the entire PHED Committee Draft of Thrive Montgomery 2050 on October 11.
Thrive Montgomery 2050 sets a vision for the County and encompasses broad, countywide policy recommendations for land use, zoning, housing, the economy, equity, transportation, parks and open space, the environment and historic resources. In addition, it contains the text and supporting maps for a comprehensive amendment to the current General Plan for the County.
At the October 4 and October 11 Council meetings, Councilmembers will have the opportunity to propose any additional changes to the Thrive Montgomery 2050 document including any changes to the new chapters about racial equity and social justice, economic competitiveness and environmental health and resilience. These chapters were added after gathering feedback from community members.

The Council will hold the following public hearings at 1:30 p.m. Residents can visit the Council website to learn about the multiple ways to provide testimony.
Bill 25-22, Forest Conservation - Trees
Public hearing: The Council will hold a public hearing on Bill 25-22 and Regulation No. 25-22, which contain changes to Chapter 22A, the Forest Conservation Law and the Forest Conservation Trees Regulations. The amendments to the Forest Conservation Law and regulations will help the County achieve greater forest planting and forest conservation with a goal of no net loss.
The lead sponsor is the Council President, at the request of the Planning Board.
Amendment to the FY23-28 Capital Improvements Program (CIP) and Special Appropriation to the County Government’s FY23 Capital Budget, Montgomery County Department of Transportation - Bowie Mill Road Bikeway (No. 502108), $2,245,000
Public hearing and vote expected: The Council will hold a public hearing and is expected to vote on a more than $2.2 million amendment to the FY23-28 Capital Improvements Program (CIP) and special appropriation to the FY23 capital budget for the Bowie Mill Road Bikeway project.
Amendment to the County Government’s FY23-28 Capital Improvements Program (CIP) and Supplemental Appropriation #23-12 to the Capital Budget, Montgomery County Public Schools - Planned Life Cycle Asset Replacement: MCPS (No. 896586), $602,651
Public hearing and vote expected: The Council will hold a public hearing and is expected to vote on an amendment to the FY23-28 CIP and a supplemental appropriation to the FY23 capital budget for the Planned Life Cycle Asset Replacement project in the amount of $602,651.
Supplemental Appropriation #23-14 to the FY23 Operating Budget, Montgomery County Government Department of Health and Human Services - Montgomery County Child Care Resource Center - ARPA Child Care and Development Fund Discretional Grants, $417,500
Public hearing and vote expected: The Council will hold a public hearing and is expected to vote on a supplemental appropriation to the Department of Health and Human Services’ (DHHS) FY23 operating budget for the Montgomery County Child Care Resource Center.
Supplemental Appropriation #23-16 to the FY23 Operating Budget, Montgomery County Government Department of Health and Human Services - Montgomery County Infant and Early Childhood Mental Health Support Services Grant, $318,421
Public hearing and vote expected: The Council will hold a public hearing and is expected to vote on a supplemental appropriation to the DHHS FY23 operating budget for mental health consultation services.
