Appointment of New Chairman to the Maryland Health Care Commission

 Appointment of New Chairman to the Maryland Health Care Commission

April 29, 2021, Baltimore, MD – Governor Hogan appointed Randolph Sergent as the new Chairman of the Maryland Health Care Commission. Mr. Sergent was first appointed to the Maryland Health Care Commission (MHCC) in March of 2016 and has served as Vice-Chair of the Commission since 2019.

Mr. Sergent holds broad expertise in MHCC’s responsibilities in health facilities planning, information technology diffusion, and expanded cost and quality reporting. Most notably, Mr. Sergent served as Chairman of the MHCC Certificate of Need (CON) Modernization Task Force that made the recommendations to the General Assembly on the reforms in CON law to align with the State’s Total Cost of Care Model.

Mr. Sergent is Vice-President and Deputy General Counsel for CareFirst BlueCross BlueShield (CareFirst), a not-for-profit and the largest healthcare company in the mid-Atlantic region, serving more than 3.5 million members. Before joining CareFirst, Mr. Sergent was a partner at Venable, LLP. Mr. Sergent also served in the Maryland Attorney General’s Office as Deputy Counsel to the Maryland Insurance Commissioner and as Assistant Attorney General in Civil Litigation Division. 

In acknowledging congratulations to his appointment as Chairman of the MHCC, Mr. Sergent stated, “The delivery of health care services presents challenging tradeoffs in cost, quality, access, and efficiency. The MHCC has a unique responsibility to build consensus among consumers, health care providers, payers, and other stakeholders on meaningful solutions that will benefit all Maryland residents.”

Mr. Sergent succeeds Andrew N. Pollak, M.D., Senior Vice President for Clinical Transformation and Chief of Orthopaedics for the University of Maryland Medical System who stepped down at MHCC to assume the inaugural Chief Clinical Officer position at the University of Maryland Medical System. Mr. Sergent’s appointment as Chairman of the MHCC is effective May 2nd.
