The State of Maryland 2025 Hate Bias Report is now available. Published by the Maryland Department of State Police (“MSP”) in partnership with the Maryland Coordination & Analysis Center (“MCAC”), this report provides a detailed overview of hate bias incidents across the state. You can access a copy of this report on MCCR’s website, which includes a link to prior year reports available on MSP’s website.

The 2025 Hate Bias Report highlights that Maryland law enforcement reported a total of 884 hate bias incidents, of which 303 were verified. While the total number of reported incidents decreased by 4.3% compared to 2024, the overall number of reported hate bias motivations remained identical at 972.

Additional key findings from the report include:

  • The top three bias motivations in 2025 were Anti-Black or African American (379), Anti-Jewish (210), and Anti-Hispanic or Latino (66).
  • While incidents based on Religion and Sexual Orientation decreased, Race/Ethnicity/Ancestry incidents increased from 506 to 579.
  • Incident reporting for Anti-Hispanic or Latino motivations saw a significant increase of 69.2%, rising from 39 in 2024 to 66 in 2025.
  • Incidents involving an assault decreased from 156 in 2024 to 142 in 2025.
  • For the third year in a row, the K-12 school setting was the most frequent location for hate bias incidents, accounting for 24.1% of total incidents statewide, with 77.5% of those occurring in Montgomery County.
  • In 2025, hate bias incidents caused $490,186 in damages across 13 property categories.

While it is encouraging that there were fewer reports in 2025 than in 2024, Maryland continues to see a higher volume of reports each year since the initial spike in 2023. These numbers remain substantially elevated from what Maryland saw in 2022 and prior to that.

The Maryland Commission on Civil Rights remains steadfast in working alongside the Maryland Commission on Hate Crime Response & Prevention, MSP, MCAC, the Office of the Attorney General, and our community and law enforcement partners to find meaningful and impactful ways to combat the unacceptably high incidents of hate and bias that have no place in Maryland.
