Maryland Launches Steering Committee to Shape Bold Plan for Higher Education
Baltimore, MD – The Maryland Higher Education Commission has formed a diverse steering committee to shape and steward the development of Maryland’s vision for postsecondary education. The 2026-2030 Maryland State Plan for Higher Education will serve as the policy agenda aimed at aligning the state’s system of postsecondary education.
“Together the group will set forth enterprising statewide plans to ensure that our postsecondary education system serves social mobility and the public good,” said Dr. Sanjay Rai, Secretary of Higher Education. “This work directly reflects the values and vision set forth by the Moore-Miller Administration from day one – to build a stronger, more equitable Maryland that leaves no one behind.”
The Steering Committee, composed of approximately 30 leaders representing institutions, business, industry, and philanthropy sectors, and communities across the state, is charged with co-creating a shared vision for Maryland’s higher education future. Through collaborative dialogue, critical review, and innovative thinking, committee members will identify opportunities to transform the system to better serve learners and the state’s economy.
The committee’s work is rooted in a commitment to equity, public problem-solving, and producing lifelong opportunities for all Marylanders. Their efforts will focus on integrating higher education more fully with the state’s economic development strategies, ensuring that workforce needs and inclusive economic growth are central to the plan.
“This steering committee is building a plan around feedback received during the Commission’s inaugural Student Success Summit last November,” said Commissioner Chike Aguh. “Spending time with students, system leaders, employers, and community advocates across the state has allowed me to learn what the plan should include to so that all Marylanders can access, navigate, and complete a meaningful postsecondary experience.”
Co-chairing the committee are Secretary Rai and Commission Vice Chair Aguh. The committee is staffed by MHEC.
Members will come together monthly for the remainder of the year to discuss various themes around developing the State Plan. The Maryland Higher Education Commission will formally adopt the plan in winter 2025.
