As we welcome the arrival of summer with its graduations, family gatherings, and well-earned breaks, let us also take time to honor a moment in history that shaped the course of our nation. Juneteenth, celebrated each year on June 19th, marks the day in 1865 when enslaved African Americans in Texas finally learned of their freedom—more than two years after the signing of the Emancipation Proclamation.
Though Juneteenth did not become a federal holiday until 2021, African American communities have long recognized and celebrated this day as a powerful symbol of liberation, resilience, and the ongoing pursuit of justice. For over 155 years, it has served as a reminder of the struggle for equality and the sacrifices made by generations who fought for the freedoms many of us enjoy today.
As we observe Juneteenth, let us reflect not only on the history it represents but also on the progress we have made—and the work that still lies ahead. Let us honor those who came before us with courage and conviction, and recommit ourselves to building a future rooted in equity, inclusion, and dignity for all.

The passing of House Bill 1578, Reauthorization of the MBE Program, will impact all of Maryland’s socioeconomic programs.
The State Finance and Procurement Articles for Minority Business Enterprise (MBE) 14-303, Small Business Reserve (SBR) 14-505, and Veteran-Owned Small Business Enterprise (VSBE) 14-604, reporting deadlines have been changed. COMAR will be updated to align once statutory changes take effect.
Effective immediately, annual agency reports for MBE, SBR, and VSBE must be submitted within sixty (60) days of the fiscal year close. The annual reporting deadline is now August 30, replacing the previous ninety (90) day, September 30th deadline. Given that this reporting deadline falls on a Sunday, the reporting deadline will be the next business day Monday, August 31.
Extensions may be granted through September 30th on a case by case basis through written requests to your assigned program Compliance Manager.
All MBE, SBR, and VSBE Liaisons are encouraged to review internal reporting timelines and processes to ensure timely compliance with the revised reporting deadline. Timely submission of complete and accurate reports is required to support statewide compliance and reporting obligations for the socioeconomic programs.

Due to space limitations, only MBE, SBR and VSBE Program Liaisons may attend in person and will receive an invitation to register to attend. Liaisons who are unable to attend in person may attend virtually and/or designate a colleague to register in their place.
Report Preparers and other agency/unit staff assisting with the MBE, SBR and VSBE Programs will receive a Google Meet invite to attend virtually.

The Annual Reporting period begins on July 1, 2026
The annual reporting period will commence after the close of FY2026. Annual reports will be due August 30th and should contain data from the start of the fiscal year.
Please remember that liaisons do not submit a 4th quarter report. Instead, all reporting units should work on the FY2026 MBE Annual Report, making sure to use the latest templates. The MBE Annual Report instructions and template will be updated to the MBE Reporting Toolkit on July 1, 2026.
We would also like to remind units that have not submitted their reports that annual reporting is required. All submitted reports contribute to the statewide MBE report presented to the Governor, Lieutenant Governor, Board of Public Works, and the Governor's Cabinet.

FY2026 Annual Reporting
The Annual Reporting period begins on July 1, 2026
The annual reporting period will commence after the close of FY2026. As recently shared, the annual reporting deadline is now August 30 (replacing the previous ninety (90) day, October 1st deadline). Given that this reporting deadline falls on a Sunday this year, the reporting deadline will be the next business day- Monday, August 31.
Just a friendly reminder that both reporting (Annual and Quarterly) are mandatory. The annual report should contain data from July 1, 2025- June 30,2026. Any unit that does not submit, will be named as non-responsive.
A completed Annual submission includes three major components:
- The VSBE Annual Template- accurately reporting both awards and payment data
- Raw and Scrubbed Backup Data
- Completion of VSBE Outreach Form
The updated VSBE Quarterly/Annual Report instructions and templates will be updated by July 1st in the VSBE Reporting Toolkit.
