The passing of House Bill 1578, Reauthorization of the MBE Program, will impact all of Maryland’s socioeconomic programs.
The State Finance and Procurement Articles for Minority Business Enterprise (MBE) 14-303, Small Business Reserve (SBR) 14-505, and Veteran-Owned Small Business Enterprise (VSBE) 14-604, reporting deadlines have been changed. COMAR will be updated to align once statutory changes take effect.
Effective immediately, annual agency reports for MBE, SBR, and VSBE must be submitted within sixty (60) days of the fiscal year close. The annual reporting deadline is now August 30, replacing the previous ninety (90) day, September 30th deadline. Given that this reporting deadline falls on a Sunday, the reporting deadline will be the next business day Monday, August 31.
Extensions may be granted through September 30th on a case by case basis through written requests to your assigned program Compliance Manager.
All MBE, SBR, and VSBE Liaisons are encouraged to review internal reporting timelines and processes to ensure timely compliance with the revised reporting deadline. Timely submission of complete and accurate reports is required to support statewide compliance and reporting obligations for the socioeconomic programs.

Invitations will be coming soon.
Due to space limitations, only MBE, SBR and VSBE Program Liaisons may attend in person and will receive an invitation to register to attend. Liaisons who are unable to attend in person may attend virtually and/or designate a colleague to register in their place.
Report Preparers and other agency/unit staff assisting with the MBE, SBR and VSBE Programs will receive a Google Meet invite to attend virtually.

There will also be a lunch break. Attendees may bring their own lunch and there will also be food trucks in the parking lot of our location to purchase lunch.
We know it is that time of the year when many agencies are gearing up for outreach events. Please let Team DoSEM know if you need updated program materials to share. Units are also encouraged to share event information and flyers with our team, including our Outreach Manager, Mr. Eduardo Hayden, we will strive to share these events with the vendor communities.

We would also like to remind units that have not submitted their reports that quarterly reporting is required. All submitted reports contribute to the statewide MBE report presented to the Governor, Lieutenant Governor, Board of Public Works, and the Governor's Cabinet.
As we approach the end of FY2026, there is still time for your unit to increase MBE participation through additional awards and procurement opportunities, while also preparing for the upcoming FY2026 Annual MBE Reporting cycle.

FY2026 3rd Quarter Reporting

Please remember that these reports are mandatory. We must note the units that did not submit in our report. All submitted reports are a part of our statewide report for the Governor, Lieutenant Governor, the Board of Public Works, and the Governor’s Cabinet.
As we approach the end of FY2026, there is still time for your unit to increase SBR participation through additional awards and procurement opportunities.

VSBE Program Update
As of this week, we have surpassed over 1,100 certified VSBEs in the eMMA Database! Please continue to seek certified VSBEs and other veteran small businesses that can get certified towards your VSBE participation.
