Spring Is In The Air


Welcome Spring!

Spring is here! Many of us look forward to this time of year.  After experiencing the snowy days and cold winter nights, Spring is kindly welcomed to usher in the warmer weather, extended daylight, and blooming of beautiful flowers. We hope that you have taken a moment to enjoy the transition into this new season. This time of year also includes the celebration of Easter, Earth Day, and National Arbor Day-- a time for reflecting on sacrifices, supporting a cause to address an ongoing concern, and planting seeds to promote growth.

During this final quarter of FY2026, in our efforts to support our CSB/MBE/VSBE vendors, let’s aim to take a moment to reflect on the sacrifices that small businesses make on a daily basis, and continue to advocate for them through means of increased procurement opportunities. In doing so, you will be planting seeds that will help our small businesses to grow and taking steps to reach/exceed the SBR set-aside and MBE/VSBE goals!  


Upcoming Quarterly Compliance Call


The next OSBA MBE/SBR/ VSBE Compliance Call is scheduled for:
April 23, 2026, from 1:00 PM - 2:00 PM

The Department of Social and Economic Mobility (DoSEM) Office of Small, Minority & Women Business Affairs (OSBA) hosts a compliance call each quarter to address issues impacting compliance of the SBR, MBE, and VSBE procurement programs by participating state units/agencies/departments.

Topics for discussion come from you, our liaisons, procurement and compliance officers and the questions you are emailing us. We use the Compliance Call to discuss them in an open and transparent forum so we can all learn from one another.

The next Compliance Call will be a virtual Google Meeting. Meeting invites will be sent to our MBE SBR and VSBE Liaisons, and other agency procurement and compliance professionals that have asked to be added to our distribution list. Check your calendar. If you have not received a calendar invite, please contact Lisa Mitchell Sennaar at lisa.sennaar@maryland.gov and ask to be added to the distribution list.

April 23 Quarterly Compliance Call topics will include:

Outreach

We know it is that time of the year when many agencies are gearing up for outreach events. Please let Team OSBA know if you need updated program materials to share. Units are also encouraged to share event information and flyers with our team, including our Outreach Manager, Mr. Eduardo Hayden, so we can ensure the event is added to our Events Calendar and shared with the vendor communities.

MBE Compliance Manager One-on-One Scheduling

To provide more tailored and hands-on assistance, a dedicated MBE Compliance Manager is available to support participating agencies.

These sessions are intended to provide support and ensure your continued success as an MBE Liaison. We look forward to collaborating with you to ensure your success as an MBE liaison.

FY2026 QTR 3 Reporting - REMINDER

The FY2026 Quarter 3 reporting period is now closed. All participating units must submit their cumulative data covering July 1, 2025 - March 31, 2026.

  • Submission Deadline: April 30, 2026
  • Where to Report: MBE Reporting Toolkit (See "FY2026 Quarterly Reporting" dropdown)

As we approach the close of FY2026 QTR 3, please note the following reminders regarding MBE Quarterly Report Submissions:

  • FY2026 Quarterly reporting and submission is MANDATORY, and timely submission is critical and must include the following:
  • Participating units that fail to submit the required data by the deadline will be noted in the quarterly report. 
  • Quarterly reports do not require signatures.
  • OSBA has 15 days following the submission deadline to prepare the statewide quarterly report for the Governor, Lieutenant Governor, Board of Public Works, and the Governor’s Cabinet.

SBR Program

 

FY2026 3rd Quarter Reporting is due on April 30, 2026

SBR quarterly data​​​​​​​ is cumulative​. Quarterly Reports are due no later than 30 days
following the quarter being reported. FY2026 SBR 3rd Quarter Report should contain data from
the start of the fiscal year, July 1, 2025, through March 31, 2026.

 
For the Quarterly Reports, remember that:

  • Quarterly reporting is MANDATORY, and submission of the data is critical. The quarterly report will note participating units that fail to submit the required data on time.
  • Quarterly Reports do not have to be signed.
  • OSBA prepares a statewide quarterly report for the Governor, Lieutenant Governor, the Board of Public Works, and the Governor’s Cabinet.
  • The FY2026 SBR QTR Reporting Instructions and Template have been revised since FY2025. The Instructions/Template have been updated to include Small Business Preference (SBP) awards/payments data. This information is available in the SBR Reporting Toolkit. Please make certain that the new template is being utilized.
  • One-on-one training and assistance to address any questions or concerns about SBR waivers, reporting, CSB certification, outreach, or training assistance are available.  Please email your SBR Compliance Manager to schedule a meeting.

VSBE Program

FY2026 QTR 3 Reporting

The FY2026 Quarter 3 reporting period has concluded. This reporting period covers cumulative data from July 1, 2025 - March 31, 2026.  The due date for 3rd Quarter reports is April 30, 2026.

As we approach the close of FY2026 QTR 3, please note the following reminders regarding VSBE Quarterly Report Submissions:

  • FY2026 Quarterly reporting and submission is MANDATORY, and timely submission is critical and must include BOTH the following:
    • The VSBE Procurement Activity Report
    • The VSBE Quarterly Template
  • Participating units that fail to submit the required data by the deadline will be noted in the quarterly report. 
  • Quarterly reports do not require signatures.

VSBE Liaisons

Please make sure your VSBE Liaison Officer's contact information is up to date with our office and involved in all of the required responsibilities per COMAR. The VSBE liaison officer is responsible for coordinating agency outreach efforts to the veteran business community, reviewing agency contracting procedures to ensure compliance, assisting in the resolution of contracting issues, and for submitting required VSBE Program reports or information. VSBE Liaisons are also an integral part of the PRG process.
