As the leaves begin to turn and we transition into the beauty of October, we are pleased to celebrate two key pillars of Maryland's socioeconomic strength: Hispanic Heritage Month and Women's Small Business Month. Your dedicated work as agency liaisons, ensuring the compliance and outreach of our MBE, VSBE, and SBR Programs, is the engine that drives true equity and opportunity for diverse entrepreneurs. In that spirit, we were thrilled to recently host a hugely successful Women's Small Business Celebration on October 14, 2025, where over 200 business owners attended. Thank you to all who participated in presenting Governor's Citations to these phenomenal women-owned businesses and sharing valuable procurement pathways. Your efforts help us to not just meet goals, but to build a more inclusive and prosperous marketplace for all Marylanders.

The House Appropriations Committee mandated an additional round of surveys in 2025 to address ongoing concerns about the attainment of MBE goals, MBE/SBR liaison vacancies, and the liaison's role within each participating unit. GOSBA is conducting the surveys in collaboration with the Department of General Services Office of State Procurement. A report is due to the Committee in January.
Agency MBE Participation Attainment Survey (MBE Liaisons only)
The Agency MBE Participation Attainment Survey launched on August 20, 2025.
- Surveys have been sent to Procurement Directors and MBE Liaisons.
- Liaisons will need to collaborate with procurement directors to provide accurate and scrubbed FY25 MBE annual procurement data for the survey.
- The Agency MBE Participation Attainment Survey will close on November 20, 2025.
Agency Liaison Survey (MBE & SBR Liaisons)
- A new Agency Liaison Survey launched on August 20, 2025.
- The survey will close on November 20, 2025.
- This survey is collecting data about agency liaison vacancies and the duties of MBE and SBR liaisons.
Submission of these surveys is required, and agencies that fail to submit the requested data by the due date will be reported as non-responsive to the Committee. No extension can be granted.

FY2025 Annual Reporting
Annual reports were due to OSBA on September 30th and included data from July 1, 2024 through June 30, 2025. OSBA is in the process of verifying each participating unit's MBE Annual Report data.
Below is how the verification process works:
- After review, the MBE Compliance Manager will reach out to the report preparer if there are any corrections that are required. Timely response to report corrections is critical to the overall success and compliance of this reporting cycle.
- Once, corrections are complete and the report is verified for compliance in accordance with COMAR 21.11.03.17 the MBE Compliance Manager will send a Summary Statement when the report is deemed finalized.
- From the date the summary statement is received by the participating unit, the unit will have 5 days to return the summary statement signed by the; Report Preparer, Chief Financial Officer, and Agency Head or Designee, confirming they are in agreement with the final verified MBE numbers.

Given the current workload, we are extending the MBE QTR Report due dates for FY25 Q4 and FY26 Q1. The new due date for both reports will now be November 13, 2025. See below for the new due dates and submission requirements. If you have any questions or concerns please let us know.
As always, we encourage you to stay in communication with your designated MBE Compliance Manager if you're at risk of not meeting the deadlines below and/or if you need assistance completing the reports. Our priority is to ensure you are supported in your role as a liaison.

FY2026 Quarterly Reporting - Extended Deadline
SBR Quarterly Data is cumulative. Quarterly Reports are due no later than 30 days following the quarter being reported. FY2026 SBR 1st Quarter Report should contain data from the start of the fiscal year, July 1 - September 30, 2025.
1st Quarter Report deadline is extended to November 13, 2025. FY26 Quarterly/Annual Forms are located in the SBR Reporting Toolkit.
We are also available for one-on-one training and assistance to address any questions or concerns about SBR waivers, reporting, certification, outreach, or training assistance. Please email your SBR Compliance Manager to schedule a meeting.

Program Updates
As of August 29, 2025:
- A certification for a small business will be referred to as a Certified Small Business (CSB)
- Recertifications & new certifications for CSB will be every 3 years, instead of every year.
As of October 1, 2025:
A procurement with a total dollar value OF $1,000,000 OR LESS shall be designated for the Small Business Reserve (SBR) Program.
PROCUREMENT REVIEW GROUP: Guidance and Worksheets and BEST PRACTICES: Small Business Reserve (SBR) Implementation Guidelines have been updated on Department Of General Services (DGS) Office of State Procurement's (OSP) website.
What Does Your Agency Need to Do
- Update your website and any materials that reference SBR vendors to CSB terminology
- Encourage any vendors during outreach to recertify (CSB) when it is their time, so the 3-year timeframe can take effect
FY2025 Annual Reporting
The FY2025 VSBE Annual Reporting is due! If your unit, has not submitted all 3 items below, your unit needs to submit ASAP. Failure to do so will result in your unit being reported as non-responsive to the Governor's Cabinet.
The end-of-year VSBE FY2025 Annual Reporting templates are in the VSBE Reporting Toolkit.
A complete VSBE Annual submission includes three items:
- Completed VSBE FY2025 Annual Form with all award and payment data
- All required backup data in Excel format, both Raw and Scrubbed of 7 categories
- Submission of the FY2025 VSBE Annual Outreach Report, which is a fillable Google form link
FY2026 Quarterly Reporting
FY26 Quarterly Forms will be made available SOON in the VSBE Toolkit soon WITH and an extension submission deadline for Q1.
3% VSBE Goal Friendly Reminder
As a reminder, the Statewide VSBE Goal was increased to 3% September 2024. ALL participating units need to strive for this attainment.
