National Military Appreciation Month is observed annually in May, when Congress designated the month as a way to honor the contributions of the U.S. military. Here in Maryland, we continue to recognize and celebrate our military service members/veterans in state procurement. We want to honor those that have served our country, by working towards awarding more certified VSBEs, this month in particular.
It is also National Small Business Month, as this celebrates the significant contributions that small businesses have on the economy and communities. This is a perfect month to highlight the small businesses your unit has relationships with on state contracts in all of our socioeconomic (SBR/MBE/VSBE) programs.
Our GOSBA office would love to hear from you! If you would like to nominate a VSBE/MBE or SBR that is doing great work with your unit for recognition, please email your program compliance manager so that we add them to our citation list. Together, let us appreciate the hardworking small businesses impacting our economy, community and State of Maryland!

Due to limited space, Only MBE, SBR and VSBE Program Unit Liaisons have been emailed an invitation to attend in person.
All other procurement professionals responsible for compliance, administration, and reporting of the MBE, VSBE, & SBR Programs should have received a Google Meet invitation to attend the training virtually.

The Procurement Forecast is provided to the public and serves as a valuable tool for the small, minority, women, and veteran business community.
The FY2026 updated Procurement Forecast instructions and template are available in the SBR and VSBE Reporting Toolkits. This is a mandatory report for all participating units. Each unit submits only one Forecast that includes all of your eligible projected procurements over $100,000.
Please DO NOT use the FY2025 template. Also, do not modify the template. It must be uploaded to our Forecast database and cannot be uploaded if the spreadsheet is modified.

Designated MBE Compliance Manager One-on-One Scheduling
Each MBE Compliance Manager has been assigned to specific participating agencies, to provide more tailored and hands-on assistance. An email was sent out to each MBE liaison on January 28, 2025, a list was provided of each agencies designation.

Reporting templates and QTR Compliance Check-In Google Survey can be found in the MBE Reporting Toolkit under the FY2025 Quarterly Reporting dropdown. Be sure to enter the cumulative QTR 3 data for this report (July 1, 2024- March 31, 2025).
Participating units are required to report FY 2025 MBE quarterly data to GOSBA within 30 days of the quarter’s closing date. The due date for 3rd Quarter reports was April 30, 2025.
- Quarterly reporting is MANDATORY and timely submission of the data is critical. The quarterly report will note participating units that fail to submit the required data on time.
- Quarterly Reports do not have to be signed.
- GOSBA will have 15 days to prepare a statewide quarterly report for the Governor, Lieutenant Governor, the Board of Public Works, and the Governor’s Cabinet.

We must note the units that did not submit a report. All submitted reports are a part of our statewide report for the Governor, Lieutenant Governor, the Board of Public Works, and the Governor’s Cabinet on May 15, 2025.
REMINDER- FY2025 Program Update
Per COMAR 21.11.01.06 (A) (2) and EXECUTIVE ORDER 01.01.2024.38
A procurement with a total dollar value between $50,000 and $500,000 shall be designated for the Small Business Reserve Program as long as an eMMA search yields at least two Certified Small Businesses (SBRs) that have selected the commodity codes for work or provide the desired goods or services.

Working Towards the 3% Goal
As we come to the end of the fiscal year, your unit still has time to award to VSBEs. The easiest way is the direct solicitation method using the VSBE Database in eMMA. If there is a specific need, we can help you! You may email me your requests and I can help curate a list of certified VSBEs that you may reach out too. Please remember that we have to report your unit's efforts of working towards the VSBE 3% goal.
