Embracing Collaboration and Inclusion!

Celebrating BMH1
"Obstacles don't have to stop you. If you run into a wall, don't turn around and give up. Figure out how to climb it, go through it, or work around it."

— Michael Jordan

As we commemorate Black History Month, let's commit to being intentional about maximizing participation across all the three socioeconomic programs. Embracing partnerships is a necessary component in order to leave no one behind. When we choose to embrace our partnerships, and collaborate, it creates space for different perspectives, promotes skill sharing, and efficiency. Navigating liaison duties for our three socioeconomic programs can be challenging. Reach out if you need help or have questions. Help is a mere call, email, text, or chat away. Take advantage of one-on-one meetings with any one or our Compliance Managers, for SBR, Lisa Mitchell Sennaar and Tanita Johnson; for MBE, Karen Reyes; and for VSBE, Danielle N. Davis. Potential collaborators are our colleagues in other agencies that mirror your duties. They have first hand knowledge of the procurement processes. We all do better and are able to keep moving forward no matter what obstacle is thrown at us when we use every resource available!

Combined (Virtual) Liaison Training

Thank you to everyone who attended the combined SBR, MBE, and VSBE Liaison training on February 15, 2024. For those who were unable to attend, the slide deck and training video will be available on the GOSBA website in the SBR, MBE and VSBE toolkits by next week.

Next Quarterly Compliance Call - March 7, 2024

GOSBA hosts a compliance call each quarter to address issues impacting how the SBR, MBE, and VSBE procurement programs are implemented by participating state agencies and departments. Topics for discussion come from you, our liaisons and procurement officers. We discuss them in an open and transparent forum so we can all learn from one another.

Topics will include:

  • MBE and SBR Quarterly Reports (Mandatory)
  • 2025 Procurement Forecast
  • 2025 MBE and SBR Consolidated Strategic Plans

Invitations will be sent out soon. If you have questions about the Compliance Call or would like to add a staff member to our mailing list, let us know. If you do not wish to attend any upcoming meetings, simply decline the meeting invitation.

For questions about the compliance call, please email
lisa.sennaar@maryland.gov

New Liaison Onboarding - March 19, 2024

GOSBA 's new liaison/report preparer orientation training program is hosted twice a year to help "onboard" and prepare new liaisons for their reporting duties. While we are targeting new liaisons, this class is open to all liaisons, regardless of when you began your liaison role. It can be helpful to all liaisons, including those who have been in the role for a while and simply need a better understanding/refresher of what their duties entail, or a liaison who was caught in the midst of a turnover period in their agency and needs to know where to start.

The next session is being held on March 19, 2024 at 10:00 am - 12:00 noon and will include:

  • General liaison duties across all three socioeconomic programs, Overview of the Liaison training throughout the FY, waiver resources and requirements, the PRG process overview, program specific reporting requirements & resources.
  • Separate Liaison Welcome Packets for each socioeconomic procurement program based on the programs where you serve as liaison.

One-on-one training sessions will still be available to liaisons throughout the year upon request to your designated compliance manager.

MBE and SBR Quarterly Reporting

Thank you to all of the MBE and SBR participating agencies that submitted 2nd Quarter Reports!

Participating agencies are required to report FY2024 MBE and SBR quarterly data to GOSBA
within 30 days of the quarter’s closing date. The due date for 2nd Quarter reports was January 30th.

  • Quarterly reporting is MANDATORY and timely submission of data is critical. Our quarterly
report noted participating agencies that failed to submit the required data.
  • GOSBA's statewide quarterly report is submitted to the Governor, Lt. Governor, Board of Public Works, and Cabinet.
  • 3rd Quarter MBE and SBR Reports are due on or before April 30, 2024.

VSBE Program

VSBE Outreach

Does your agency have VSBE outreach opportunities upcoming and would like me to participate? Do you want to be notified of upcoming outreach opportunities to our veteran community? Send me an email, text or call me. More specifically, if your VSBE Liaison/Procurement Officer would like to be a panelist at a VSBE outreach to offer insight into your agency or department's processes, we would love to hear from you!

FY2024 Certified VSBEs

Please make the time to verify that all VSBEs performing on your contracts are certified in eMMA and have a valid VSBE Certification number. As a reminder, if they are not in eMMA as a certified VSBE, they cannot be counted toward achievement of your FY2024 VSBE goal.

To address any questions or concerns about the VSBE certification, outreach, or training assistance, please contact Danielle Davis at danielle.davis2@maryland.gov.
