Ushering in a New Era

Happy Holidays

We find ourselves at a crossroads, the beginning of a new year and the end of a year full of new things. We have welcomed a new and exciting administration, we are embarking on new partnerships, outreach experiences, and new reports! We can all agree that the only constant is change. Knowing this, we must figure out how to not only accept change but to embrace it and grow within it. Change is simply movement towards a new way of doing things and can be both exciting and rewarding if we know how to deal with it. Challenge yourself to consider a recent change within your agency or department and consider a new approach to that change. How can you make the change easier to implement? How can you implement new processes which would complement or build upon recent changes within your organization? Start off 2024 with a new perspective of change and how it affects your organization. An article in the Harvard Business Review offers great tips on How to Become More Comfortable with Change. Check it out! We wish you all a most wonderful holiday and a Happy New Year!

Quarterly Reporting Requirements

Participating agencies are required to report FY2024 MBE and SBR quarterly data to GOSBA
within 30 days of the quarter’s closing date. The due date for 2nd Quarter reports will be January 31st. Remember that the reports are cumulative, therefore, the 2nd Quarter Reports will include data from July 1st through December 31st.

  • Quarterly reporting is MANDATORY and timely submission of data is critical. The quarterly
report will note participating agencies that fail to submit the required data on time.
  • The MBE template has been revised and now includes a section to report quarterly
outreach activities. The new template is available in the MBE Reporting Toolkit.
  • The SBR template and instructions are available in the SBR Reporting Toolkit.
  • Quarterly Reports do not have to be signed.
  • GOSBA will have 15 days to prepare a statewide quarterly report for the Governor, Lt. Governor, Board of Public Works, and Cabinet.

VSBE Program

FY2023 Annual Reporting

The Annual Reporting period has concluded.

The VSBE program compliance manager is currently working through report corrections with participating agencies. Be sure to respond and submit corrections as soon as possible.

FY2024 Certified VSBEs

Please make the time to verity that all VSBEs performing on your contracts are certified in eMMA and have a valid VSBE Certification number. As a reminder, if they are not in eMMA as a certified VSBE, they cannot be counted toward achievement of your FY2024 VSBE goal.

To address any questions or concerns about the annual reporting data, VSBE certification or outreach, please contact Danielle Davis at danielle.davis2@maryland.gov.

Quarterly Compliance Call

GOSBA hosts a compliance call each quarter to address issues impacting how the MBE, VSBE and SBR procurement programs are implemented by the participating state agencies and departments. Topics for discussion come from you, our liaisons and procurement officers. We discuss them in an open and transparent forum so we can all learn from one another.

If you missed our December 5th call, our Compliance Library will be updated soon. Once updated, you will find it in the SBRMBE or VSBE Reporting Toolkits.

For questions about the compliance call, please email lisa.sennaar@maryland.gov or nichelle.johnson1@maryland.gov.

If you do not wish to attend any upcoming meetings, simply decline the meeting invitation.
