VSBE Program Seal

In recognition of National Veteran's Day, the Governor's Office of Small, Minority & Women Business Affairs (GOSBA) hosted our second annual VSBE Appreciation Breakfast on Thursday, November 9th at Maryland Live Casino and Hotel. Over 80 certified veteran-owned small business owners attended and 18 resource partners participated in showing their appreciation to our VSBEs, in addition to the unveiling of the final program seal for the VSBE Program. All three socioeconomic programs now have an established identity for the vendor community to promote, advertise, market and share with pride!

As we embark on this season of gratitude, the GOSBA team would like to send a special "Thank you" for the many hats you wear. You are providing a valued service to the vendor community while fulfilling your duties as compliance professionals. Service is not limited to those just in uniform, rather also in the everyday people that continue to make a difference as problem-solvers, advocates and in finding more efficient ways of handling daily tasks. As our Governor has often expressed, we must cultivate a culture of service!


Quarterly Reporting Requirements

Participating agencies are required to report FY 2024 MBE and SBR quarterly data to GOSBA
within 30 days of the quarter’s closing date. The due date for 2nd Quarter reports will be January 31st. Remember that the reports are cumulative, therefore, the 2nd Quarter Reports will include data from July 1st- December 31st.

  • Quarterly reporting is MANDATORY and timely submission of data is critical. The quarterly
    report will note participating agencies that fail to submit the required data on time. 
  • Quarterly Reports do not have to be signed.
  • GOSBA will have 15 days to prepare a statewide quarterly report for the Governor, Lieutenant Governor, the Board of Public Works, and the Governor’s Cabinet.
  • The MBE template has been revised and now includes a section to report quarterly
    outreach activities. The new template is available in the MBE Reporting Toolkit.
  • The SBR template and instructions are available in the SBR Reporting Toolkit.

The Annual Reporting period has concluded.

All MBE participating agencies have provided an annual report submission.  Agencies who have outstanding documents should submit your documents or contact our office for assistance. 

MBE program compliance managers are currently working through report corrections with participating agencies. Be sure to respond and submit corrections as soon as possible.

The Annual Reporting period has concluded.

All FY2023 SBR Annual Reports have been received-- many thanks to you all for the submissions! 

These reports are being reviewed. We will contact your office with any questions. Please make certain to respond in a timely fashion upon receipt of any inquiries.

The VSBE program compliance manager is currently working through report corrections with participating agencies. Be sure to respond and submit corrections as soon as possible.

 

FY2024 Outreach

Thank you to all the agencies that participated in the 2023 Veterans Appreciation Breakfast. Please make sure to continue planning outreach events inclusive of all three socioeconomic programs and keep track of the engagement for FY2024 Reporting.

Mandatory Surveys from the House Appropriations Committee

Both the 2023 Agency MBE Participation Attainment Survey and Agency Liaison Survey have now closed. Submissions can no longer be accepted. Submission of these surveys was required and agencies who failed to submit the requested data by the due date will be reported as non-responsive to the Committee.

Quarterly Compliance Call 

The next Compliance Call is scheduled for December 5, 2023, 10 am - 12 noon. A calendar invite will be sent soon.

GOSBA hosts a compliance call each quarter to address issues impacting how the MBE, VSBE and SBR procurement programs are implemented by the participating state agencies and departments. Topics for discussion come from you, our liaisons and procurement officers. We discuss them in an open and transparent forum so we can all learn from one another.

December Topics will include:

  • Mandatory MBE and SBR Quarterly Reporting 
  • Support/Guidance with Cross Agency Solicitations
