New MBE and SBR Seals Released at Maryland Women's Small Business Celebration 2023

In commemoration of National Women's Small Business Month, the Governor's Office of Small, Minority & Women Business Affairs (GOSBA) hosted the Maryland Women's Small Business Celebration 2023. Governor Wes Moore issued a proclamation that was presented at the celebration declaring October 2023 as Maryland Women's Small Business Month. Over 125 entrepreneurs attended the celebration, most of whom were women and many certified in several of the state's socioeconomic procurement programs. By celebrating small women businesses, we are affirming the Moore-Miller Administration's commitment to building an economy that is more inclusive and more competitive.

MBE Seal

GOSBA used this special occasion to launch Minority Business Enterprise (MBE) and Small Business Reserve (SBR) program seals. The Program seals help certified vendors clearly identify their participation in these programs. Certified vendors have been asking for this for many years. The seals are suitable for digital and print. Upon certification, vendors may go to the GOSBA website and download the appropriate seal(s) for use on business cards, capability statements, signage and websites. Stay tuned for the launch of the Veteran-Owned Small Business Enterprise (VSBE) Program seal in November.  

SBR Program Seal

Our Maryland Women's Small Business Celebration 2023 was another opportunity to reach out to the vendor community. We also host our Our Ready, Set, GROW! Procurement Connections Workshop series throughout the year to connect small, minority, women and veteran-owned vendors to state funded opportunities. We invite you to visit our website often to share our events with your vendors.  If you would like us to promote your vendor outreach programs on our online Events calendar, send the details to Eduardo Hayden at eduardo.hayden@maryland.gov.


New Quarterly Reporting Requirements

Participating agencies are required to report FY2024 MBE and SBR quarterly data to GOSBA
within 30 days of the quarter’s closing date. The due date for 1st Quarter reports is October 30th.

  • Quarterly reporting is MANDATORY and timely submission of data is critical. The quarterly
    report will note participating agencies that fail to submit the required data on time. 
  • GOSBA will have 15 days to prepare a statewide quarterly report for the Governor, Lieutenant Governor, the Board of Public Works, and the Governor’s Cabinet.
  • The MBE template has been revised and now includes a section to report quarterly
    outreach activities. The new template is available in the MBE Reporting Toolkit.
  • The SBR template and instructions are available in the SBR Reporting Toolkit.

FY2023 Annual Reporting

The Annual Reporting period has concluded!

The annual reporting period commenced on July 1, 2023 and annual reports were due September 30th. Thank you to the agencies who have already provided a complete annual report submission. 

Please remember that there is a new process for submitting Summary Statements, therefore, do not submit prior year versions of the summary statement or edited versions of our summary statement with your MBE Annual report.  Our office will contact you about your summary statement after reviewing your submitted report.

Agencies who have not submitted the FY2023 MBE Annual Report should submit your report immediately or contact our office and Manny Welsh, BPW Executive, with the Governor's Office at manny.welsh@maryland.gov.

The annual report instructions and templates are available in the MBE Reporting Toolkit. If you have questions pertaining to the MBE Annual or Quarterly Reports, feel free to submit them via email and/or contact us to schedule a meeting.

VSBE Program

FY2023 Annual Reporting 

The Annual Reporting period has concluded.

The annual reporting period commenced on July 1, 2023. Annual reports are due October 1st and should contain data from fiscal year dates July 1, 2022- June 30, 2023. 

Thank you to the agencies who have already provided a complete annual report submission.

Agencies who have not submitted the FY2023 VSBE Annual Report, VSBE Outreach Form and supporting backup data should submit your report immediately or contact our office and Manny Welsh, BPW Executive, with the Governor's Office at manny.welsh@maryland.gov.

Although the smallest of the three socioeconomic procurement programs, please ensure the total all procurements data used for both MBE and VSBE reports is accurate in your submission. Inconsistent totals will result in revisions being requested. 

 

Veterans Month is Coming

This November, we would like to honor and acknowledge any liaisons and procurement officers that have served our country. Please send our VSBE Compliance Manager an email with that person's name, title and email so we may invite them to our special VSBE Appreciation Breakfast on November 9th.

Mandatory Surveys from the House Appropriations Committee

Agency MBE Participation Attainment Survey

The 2023 Agency MBE Participation Attainment Survey, mandated by the House Appropriations Committee will close on October 31, 2023.

  • Liaisons will need to collaborate with procurement directors to provide accurate and scrubbed FY2023 MBE Annual procurement data for the survey.

Agency Liaison Survey

  • A new Agency Liaison Survey will launch on or before November 1, 2023.
  • The survey will close on November 15, 2023.
  • This survey is collecting data about agency liaison vacancies and the duties of MBE and SBR liaisons.

Submission of these surveys are required and agencies who fail to submit the requested data by the due date will be reported as non-responsive to the Committee. No extension can be granted.

Quarterly Compliance Call 

The next Compliance Call is scheduled for December 5, 2023, 10 am - 12 noon. A calendar invite will be sent soon.

GOSBA hosts a compliance call each quarter to address issues impacting how the MBE, VSBE and SBR procurement programs are implemented by the participating state agencies and departments. Topics for discussion come from you, our liaisons and procurement officers. We discuss them in an open and transparent forum so we can all learn from one another.  

If you have topics you would like for us to cover, please email them no later than November 21st to compliance.gosba@maryland.gov.
