Thank you for making suggestions, asking questions, and providing feedback about the Minority Business Enterprise (MBE), Small Business Reserve (SBR), and Veteran-Owned Small Business Enterprise (VSBE) Programs. Your input helps drive improvements to these important programs. Your responses to the MBE Program Evaluation, for example, are being incorporated into Guidelines and Best Practices updates. We know you're paying attention in our Quarterly Compliance Calls when we see better outcomes in searches for MBEs, VSBEs and other small businesses during the Procurement Review Group (PRG) process. Our MBE, SBR and VSBE Liaison Training topics come from our conversations and one-on-one meetings with you, our agency partners. Our small business vendors are the beneficiaries of your ideas that will ultimately help to meet or exceed the MBE and VSBE aspirational goals and SBR designated set-asides. Please keep the input coming!

MBE Program
The Annual Reporting period began on July 1, 2022
MBE Annual report instructions and templates are now available in the MBE Reporting Toolkit. Please remember that liaisons do not submit a 4th quarter report. Instead agencies should work on the FY22 MBE Annual Report, making sure to use the latest templates.
MBE Annual reports are due September 30th and should contain data from July 1, 2021 - June 30, 2022.
FY2023 1st Quarter Reports are due soon
MBE Quarterly report data is cumulative. Quarterly Reports for the first three quarters are due no later than 30 days following the quarter being reported, and should contain data from the start of the fiscal year. Quarterly Report instructions and templates are available in the MBE Reporting Toolkit.

New VSBE Form Updates
Updated Veteran-Owned Small Business Enterprise (VSBE) Forms (Attachment Series E) were posted to the procurement website on September 1, 2022. They can be found under the Procurement Solicitation Attachments and Appendices section.
Confirmation of VSBE Program Certification
eMMA is the exclusive platform to use when verifying that a veteran vendor is certified in the state’s VSBE Program. The “VSBE Certification #” field must be populated and the “VSBE Expiration Date” must be valid.
FY 2022 Annual Reporting period began on July 1, 2022
VSBE Annual report instructions and templates are available in the VSBE Reporting Toolkit. Please take the time to review the FY2022 VSBE Reporting Manual as there have been some important updates.
The VSBE Annual Report is due October 1st and should contain data from July 1, 2021 - June 30, 2022.
VSBE Annual Reports and supporting documentation must be submitted by email to vsbereports.gosba@maryland.gov.

Agency MBE Participation Attainment Survey
The 2022 Agency MBE Participation Attainment Survey, mandated by the House Appropriations Committee, is due soon.
Agency Liaison Survey
- A new Agency Liaison Survey will launch on November 1, 2022.
- More detailed information about the liaison survey will be provided soon.

Quarterly Compliance Call
GOSBA hosts a compliance call each quarter to address issues impacting how the SBR, MBE, and VSBE procurement programs are implemented by the participating state agencies and department. Topics for discussion come from you, our liaisons and procurement officers. We discuss them in an in an open and transparent forum so we call all learn from one another. Please email topics you would like to be covered to compliance.gosba@maryland.gov
