Did you know that 2022 is the Year of the Tiger on the Chinese zodiac calendar? Like the tiger, we are all challenged to be fearless in 2022 as we work aggressively toward achieving Maryland's 29% Minority Business Enterprise (MBE), 1% Veteran-owned Small Business Enterprise (VSBE) goals, and 15% Small Business Reserve (SBR) designated spend across participating agencies/departments. In our December Quarterly Compliance Call, we discussed the new Agency Compliance Scorecard and provided a template. This performance management tool compares strategic goals with results and allows management to implement its strategy by aligning performance with goals. FY2022 MBE and SBR 2nd Quarter Reports are due on January 30th. Submission of Quarterly Reports and their data fulfill two Key Performance Indicators on the Agency Compliance Scorecard that will help assess if your agency/department is on track toward achieving its MBE and VSBE goals and SBR Designated spend for FY2022. Our small business community is counting on us to exemplify the traits of the tiger!

MBE Program
Reporting - FY2022 Quarterly Report
The 2nd quarter reporting period ended on December 31st and should contain data from the start of the fiscal year. MBE quarterly report data is cumulative. The 2nd Quarter Report is due by January 30th.
The MBE quarterly report instructions and template are located in the
MBE Reporting Toolkit and should be submitted via email to:
mbereports.gosba@maryland.gov.
Training
MBE Liaison Virtual Training is scheduled for February 3rd from 9 am - 12 noon. You should have already received a calendar invitation. Training will include:
- MBE Liaison duties as prescribed by statute
- The Procurement Review Group (PRG) Process
- Compliance Considerations and Scorecard
- MBE Reporting Best Practices
- MBE Reporting Check & Balances
- In-depth Review of the Form 3 Portal and template
- MBE Forms Review and Q&A
- VSBE Program Reporting Toolkit & VSBE Certification/Recertification

The next Quarterly Compliance Call is scheduled for March 24, 2022 from 10 am to 12 noon
The purpose of this conference call is to address issues impacting the SBR, MBE, and VSBE procurement programs in an open and transparent forum. Please email topics that you would like to have addressed no later than March 10, 2022 to compliance.gosba@maryland.gov.
Check your calendar as invitations were sent out previously. If you have questions about the Compliance Call or would like to add a staff member to our mailing list, please email lisa.sennaar@maryland.gov and/or nichelle.johnson1@maryland.gov. If you do not wish to attend any upcoming meetings, simply decline the meeting invitation.
