Virtual Appointments Now Available
Our office has developed new remote ways to support our clients with our new virtual appointment form on our website. Clients needing assistance from our staff can now request a virtual appointment. These appointments are available Monday through Friday with start times ranging from 10:00 a.m. to 3:30 p.m., using Google Meet.

Computer Users:
- A Google or Gmail account is not required to join the meeting. Simply click on the meeting link in your email and join the meeting.
Mobile Device Users:
- A Google or Gmail account is required to use the video call function for your appointment. Once logged in, you will be able to join the meeting.
All office visits to review or deliver documents are available by appointment only. You can schedule an appointment online to visit our new facility. If you need additional or immediate assistance, please do not hesitate to contact us; we remain dedicated to servicing all our clients and are here to assist via phone and e-mail in addition to our new virtual platform.
What to Expect...When We're Inspecting
Our Board realizes that many of you may not know what to expect when a representative from the State Board of Barbers or Cosmetologists visits your business. Our goal is never to impede your business practices, but rather to ensure that your business practices are in compliance with the statutes and regulations of Maryland, regarding licensing, sanitation and most importantly the safety of our consumers. Our goal is to conduct an inspection at least once a year.
We conduct the following types of Inspections:
- New Shop/Salon
- Late Renewal
- Complaint
- Routine
- Per Board
When an inspector approaches your business, the first thing you should expect is for them to present their State Identification. The ID may say TEMP, as most of our inspectors are contractual employees. Do not be alarmed, they are official State of Maryland employees. If they cannot produce the ID, please do NOT allow them to inspect your business. The ID should read “LABOR” and will contain a photo of the inspector. Although inspections may occur on any day your business is open, during weekdays you may also call our main office at 410-230-6190 to verify an inspector’s identity.
Our inspectors are there to complete a service that ensures the safety of both the consumers and the licensees of our industry. As a Board of Cosmetology or Board of Barbers licensee, in the State of Maryland, you are expected to comply and cooperate with inspectors. Failure to comply is considered interference with an inspector and will result in an automatic formal hearing, pursuant to COMAR 09.22.01.15. As a licensee you are required to permit our inspectors to enter your establishment. They are trained to respect your establishment. In return, please respect their profession, by allowing them to do their jobs without interference. *Our inspectors will NEVER ask for money for any reason. Their primary purpose is to conduct an inspection and collect information for the Boards.
Lastly, after the inspector has discussed your inspection results, you will receive an electronic copy of your inspection report. In order to receive a copy, a staff member of your salon or shop must sign the electronic form and provide a valid email address. The report will be delivered within minutes after it has been submitted. Please confirm receipt of the report for your reference. Should you somehow lose the report, another copy may be sent upon your request.
After a failed inspection, you must respond within 10 days of the inspection date, by submitting photo proof of all corrections, sent along with the inspection report to our board email. You may be subject to pay a fine, in the form of a Consent Order issued by the Board, if you are not compliant. BOARD OF COSMETOLOGISTS
Council of State Governments Seeks Input on Interstate Cosmetology Compact
The Council of State Governments (CSG) is asking for input from the cosmetology industry and its stakeholders regarding the proposed Cosmetology Compact. The Maryland Board of Cosmetologists has joined 14 other states, trade groups and professional associations in collaborating toward the draft of this new initiative.
The Cosmetology Compact is the product of a partnership between The Council of State Governments (CSG), the Department of Defense (DoD), and a coalition of state boards of cosmetology to support the mobility of licensed cosmetologists through the development of a new interstate compact. This additional licensing pathway will create reciprocity among participant states and reduce the barriers to license portability and employment.
The Cosmetology Compact a constitutionally authorized, legislatively enacted, legally binding contract between multiple states that would allow cosmetologists to practice in any of the member states without obtaining a license in each of them. A license obtained in one of these states would effectively act as a multi-state license that would allow a licensee to practice cosmetology in any of the member states as long as it remains in good standing. All requirements for renewal and fees would maintained the state in which the original license was obtained.

Upcoming Public Meetings
All of our meetings are open and accessible to the public via Google Meet. Please make sure that your phone or computer is muted when entering the meeting. Most of the meeting will be for our Board members and staff to discuss official business and only they will be allowed to speak during those portions. However, toward the end of the meeting, there will be a portion of the meeting set aside for public comment where any members of the public on the call may share any questions or feedback about what was discussed during the meeting with the Board. As we enter the Fall Season of 2022, we often reflect on how quickly summer passed, and we move to the busy back-to-school season, soon followed by the winter holiday season. Our team continues to improve the licensing process for the over 260,000 licensees we support across 25 professions and occupations. With technological advances, we continue to expand our online resources, allowing licensees to apply and renew licenses at any time of the day. However, we know that not every question can be answered online, and our customer service team is available during regular business hours to assist our licensees and we have added experienced customer service representatives to our team. Each day we continue the mission of O&P “To help foster economic growth by assisting our customers in a timely, professional manner while protecting the health, safety and welfare of the public by assuring that our licensees have met a standard of expertise”.
