The Division of Occupational and Professional Licensing Has a New Address
As you may be aware if you have visited our website or contacted one of our boards recently, our offices have moved to 1100 N. Eutaw St., Baltimore, MD 21201. Please make note of our new address for all future mailing needs. Our phone numbers and email addresses will remain the same, as will our website address and social media accounts.
Virtual Appointments Now Available
Our office has developed new remote ways to support our clients with our new virtual appointment form located on our website. Clients needing assistance from our staff can now request a virtual appointment. These appointments are available Monday through Friday with start times ranging from 10:00 a.m. to 3:30 p.m. and are hosted using Google Meet.

- A Google or Gmail account is not required to join the meeting on a computer. Simply click on the meeting link in your email and join the meeting.
Mobile Device Users:
- A Google or Gmail account is required to use the video call function for your appointment.
If you need to visit our office in-person to review or deliver documents, our building is still open and available by appointment only. You can schedule an appointment at our new building online. If you need additional or immediate assistance, please do not hesitate to contact us; we remain dedicated to servicing all of our clients and are here to assist via phone and e-mail in addition to our new virtual platform.
STAFFING UPDATES
Introducing New Executive Director John Bull
As of May 17, 2022, John Bull has been appointed as the new Executive Director of the Mechanical Licensing Boards. He has worked for the State of Maryland in various capacities since 2007. After serving as Deputy Director of Operations for the Maryland Board of Health, Board of Physical Therapy Examiners, he joined the Maryland Department of Labor, Division of Occupation and Professional Licensing as Executive Director of the Boards of Barbers and Cosmetologists in January of 2022.
He succeeds the former Executive Director, Robin Bailey, who retired from her position with the division in May of 2022.

Message from Executive Director John Bull
As Executive Director of the Mechanical Licensing Boards, I hope to do my part in improving our office's efficiency as well as communication. Since becoming the Executive Director, I have been reviewing all of the websites that encompass the Mechanical Licensing Boards. I will be working with our Web Coordinator to update the websites and make them easier to navigate.
STAFF RETIREMENTS
Boards of Electricians and Stationary Engineers
On June 28, 2022, Tracey Wilson-Baylor retired from her position as Board Specialist for the Boards of Electricians and Stationary Engineers.
On August 17, 2022 Nicolas Favazza retired from his position as Board Specialist for the Boards of Electricians and Stationary Engineers. He also previously served as Complaints Manager for the Mechanical Licensing Boards.
NEW STAFF
Elevator Safety Review Board and Locksmiths Licensing
As of May 25, 2022, Antoinette Ramirez is now serving as Board Specialist for the Elevator Safety Review Board as well as providing administrative services for the Locksmiths licensing program. She joins the Mechanical Licensing Boards from the Maryland Department of Health.
BOARD OF ELECTRICIANS
Maryland Electricians Act - SB 762
Effective July 1, 2021, the Maryland Electricians Act has made major changes to the function of the Board. Firstly, the name of the Board has changed from the Maryland Board of Master Electricians to the Maryland Board of Electricians. This is due to the fact the Board now offers a statewide Journeyperson Electrician's license as well as an Apprentice's license in addition to the Master Electrician's license.
In addition, this law requires the presence of at least one Master or Journeyperson Electrician on all job sites in which electrical services are being provided. An Apprentice cannot perform any electrical work on a job site without direct, present supervision by a Journeyperson or Master Electrician. A Journeyperson Electrician can perform electrical work without a Master Electrician present, if the Master Electrician is available by phone or other electronic means at all times when electrical services are being provided.
Local districts may still create and maintain their local Boards, fees and licensure as long as they meet the same requirements for statewide licensure, which includes the passing of the state exam for all licensees. In addition, local jurisdictions retain the authority to require permits, fees, and inspections.
On July 1st 2022, the "grandfathering" provision of The Maryland Electricians Act went into effect. This provision allows certain individuals to obtain a journeyman license, without taking the state exam, by waiver. The Board has put everything in place for applicants to obtain the waiver.
