As you may be aware if you have visited our website or contacted one of our boards recently, our offices have moved to 1100 N. Eutaw St., Baltimore, MD 21201. Please make note of our new address for all future mailing needs.
While we hope to resume our in-person assistance at this office soon, in the mean time, you can request a virtual appointment with our staff on our website. These appointments are available Monday through Friday with start times ranging from 10:00 a.m. to 3:30 p.m. They are hosted using Google Meet and Google or GMail account is not required if you access the link on a computer. If you plan to access the link from a mobile device, a Google or GMail Account is required to use the video call function for your appointment.

Introducing Executive Director Zevi Thomas
Zevi Thomas joined the Division of Occupational and Professional Licensing's (O&P) Professional Design Boards on October 20, 2021. Prior to joining O&P, he served as director of education and professional development for the Baltimore Chapter of the American Institute of Architects (AIA Baltimore) and the Baltimore Architecture Foundation. There he oversaw multiple professional practice committees, continuing education and advocacy programs. Before his career at AIA Baltimore, he served as a team leader for the education department at the National Building Museum in Washington, DC.
He holds a Master’s degree in landscape architecture from Morgan State School of Architecture + Planning and graduate certificates in construction management from Columbia University. Zevi is an active member of several industry organizations and holds credentials from USGBC LEED Accredited Professional in Neighborhood Development, the Construction Specification Institute (CSI) Construction Document Technologist and the Congress for the New Urbanism CNU-A certification.
“I’m humbled and excited to take on this role with the O&P design boards. I’ve always been passionate about design and the policies affecting the built environment. I look forward to working with the various design boards while supporting the agency’s mission,” he noted.

BOARD OF ARCHITECTS
NCARB Holds Annual Meeting and Conference
The National Council of Architectural Registration Boards (NCARB) held its in-person and virtual annual meeting on June 2 - 4, 2022 in Austin, Texas. Representing the Maryland Board of Architects were board members Paul Edmeades, Gary Ey, Cynthia Shonaiya, Stephanie Hopkins, Mark Flemming, Kevin Sneed, and Douglas Polt, as well as Zevi Thomas, Executive Director. During the meeting, NCARB’s Member Board elected the FY23 Board of Directors and voted on resolutions that would update the requirements for the NCARB Certificate, the NCARB Model Law and Regulations, the NCARB Bylaws, and other policies. Attendees also engaged in workshops regarding diversity, equity, and inclusion; future licensure models and best practices.
Amended Continuing Professional Competency Requirements
The Maryland Board of Architects amended their continuing education requirements: COMAR 09.21.05.01 -.12 Continuing Professional Competency. Proposed amendments were approved by the board at their September 29, 2021 regular meeting. Amended Effective 49:5 Maryland Register 365, Effective March 7, 2022.
Prometric to PSI Migration for ARE
National Council of Architectural Registration Boards (NCARB) In 2020, NCARB selected PSI as our new partner for administering the Architect Registration Exam. While the content of the exam has not changed, as of June 14, 2022, candidates began taking test center and online proctored exams with PSI. BOARD OF CERTIFIED INTERIOR DESOGNERS
New Board Member Nichole McCollum
The Maryland Board of Certified Interior Designers welcomes Nichole McCollum, Interior Designers as one of its new members to join the board. Nichole McCollum is the owner and principal interior designer at The Polished Room. She is an NCIDQ Certified Interior Designer and Entrepreneur in the state of Maryland. Nichole has experience in designing government, residential, and small commercial spaces. She is also a member of the American Society of Interior Designers (ASID) and an Ambassador for the Council for Interior Design Qualification (CIDQ).

Find Board Approved Online Courses
A complete list of pre-approved continuing education (CE) providers can be found on the board's website. Licenses are also encouraged to visit websites for The American Society of Landscape Architects, Landscape Architecture Continuing Education System and Council of Landscape Architectural Registration Boards to find even more of approved continuing education courses.
Continuing education transcripts from CLARB are acceptable. Alternatively, licensees may submit information to the board via email with proof of CE completion such as a certificate of completion with the date, the name of the attendee and the number of professional development hours earned.
BOARD OF LAND SURVEYORS
New Board Member Jeanne Nebre
The Maryland Board for Professional Land Surveyors welcomes Jeanne L. Nebre, Land Surveyor as one of its new members to join the board. She was appointed to the board in July of 2022.
Jeanne Nebre is the Professional Land Surveyor in charge of managing the surveying department of Morris & Ritchie Associates, Inc (MRA) located in Towson, Maryland. She has over 17 years of experience in surveying and GIS, working on private land developments, state, local and federal contracts. She holds a Bachelor of Science degree in Geodetic Engineering from University of the Philippines and a Master of GIS degree from Pennsylvania State University. In addition to Maryland, she holds licenses in District of Columbia, Delaware, and New Jersey. She actively volunteers for the National Council of Examiners for Engineering and Surveying (NCEES) and actively participates in Maryland Society of Surveyors, DC Association of Land Surveyors, and Women Surveyors Summit events.

Amending Minimum Standards of Practice
The Maryland Board for Professional Land Surveyors is amending their Minimum Standards of Practice: COMAR 09.13.06.04. Proposed amendments were approved by the board at their May 4, 2022 regular meeting. After the requisite comment period, the board will take a final vote pursuant to the State Government Article, §10-109, et seq.

The Maryland Board for Professional Land Surveyors approves course providers, not individual courses. Licensees interested in obtaining continuing competency credits from pre-approved providers can find a current listing of offerings on our website.
Maryland Law and Ethics and Storm Drain and Road Grade (Minor Engineering) Exams Resume

BOARD OF PROFESSIONAL ENGINEERS
NCEES to Hold Annual Meeting and Conference
The National Council of Examiners for Engineering and surveying (NCEES) will hold its 101st annual business meeting on August 23 - 26, 2022 in Carlsbad, California. Representing the state of Maryland from the Board for Professional Engineers include Karl L. Rickert, Edward A. Hubner, Skip Harclerode II, Sallye Perrin, and Pastor Farinas; Professional Land Surveyors Board includes John V. Mettee, III, T. J. Frazier, Jeanne L. Nebre, Thomas Orisich, Tammy Rollins, and Derrick W. McLaughlin. Milena Y. Trust, Board Counsel will also be in attendance.
In 2021, NCEES welcomed Thomas Orisich, P.L.S., of Maryland to its board of directors, as well. Mr. Orisich will serve a two-year term as vice president of the Northeast Zone.
John V. Mettee, III, P.L.S., of Maryland will be receiving the NCEES 2022 National Service Award.
Engineers Reception and Awards Night is BACK!
The Engineers Reception and Awards night was hosted by the MSPE to show support for the industry and the state's newly licensed engineers on May 12, 2022. The licenses were ceremonially presented by representatives of the Maryland Department of Labor. Representing the Professional Engineers Board was David Mongan and Sallye Perrin. Gregory J. Morgan, Commissioner, Zevi Thomas, Executive Director, and Raquel M. Meyers, Assistant Executive Director were also in attendance.

Free Ethics Course Available Online
The board is pleased to announce that case studies will soon be added to the free online ethics course for obtaining one hour of professional development. This training is designed to meet Maryland’s required ethics training. The current training consists of an examination that will demonstrate the licensee’s knowledge and understanding of Maryland law and ethics. Follow this link to access the training.
Changes to the PE Civil Exam
Beginning in 2022, the PE Civil exam will be computer-based and administered year-round at NCEES-approved Pearson VUE test centers. Registration for the PE Civil exams began November 1, 2021, by logging into your MyNCEES account and following the on-screen instructions. To find more information on when the exams are being offered, click on the PE Exam section on the NCEES website.

This past year has brought many changes to the professional design board’s staff. I am pleased to announce that in addition to our new executive director, Zevi Thomas, who started October 20, 2021, Dorian Price also joined the boards’ staff as administrative assistant on April 27, 2022. Dorian will primarily assist with the Board for Professional Engineers.
With the departure of Joseph Cullingford, outgoing executive director, the unit is in good hands. Our new executive and assistant executive directors bring with them decades of leadership and customer service experience. Our new leadership team brings a fresh perspective and motivation to the unit. As always, we are committed to providing excellent service to our customers. We welcome your comments and suggestions, so do not hesitate to contact your board’s staff.

Message from the Commissioner's Office

I am sure that when this newsletter arrived in your in-box, you realized that it has been a while since your last newsletter. We have restructured our team, and I am excited to announce that Danielle Anderson has joined our team as Website and Outreach Coordinator for the Division of Occupational & Professional Licensing. Danielle is responsible for putting together 11 newsletters for our division and ensuring the timely distribution to the appropriate licensees. In addition to the newsletters, we are improving our websites as well our communication channels including email and phone in an effort to continually improve our customer service response.
In the nearly 2 years that I have been with the Department of Labor, our team has worked hard to navigate the challenges presented by the COVID19 pandemic, while maintaining the highest standards in customer service. We believe our team did a great job, however we will never stop improving our processes and adding quality talent to our great team.
