PDF Licensing Update - Salon and Barbershop Permits
The Maryland Boards of Barbers and Cosmetologists are pleased to announce an update to our license delivery system. Effective August 1, 2022, we will no longer issue paper barbershop or salon permits in the mail. Instead, we will begin sending an email notification to you stating that a new or renewed Barbershop or Salon permit has been released and is ready to print. By following the link in the email, you will be directed to our licensing portal where you can download your license. You will use your current login and password to access the portal.
Please note, your access to view and print PDF license document will only be active for a total of 60 days. After 60 days, your access to the PDF license document will expire and you will be unable to print the license from the portal unless you contact the board to re-activate. You will also need to contact the Board if you need to print a duplicate copy of your license. If you do not have an email address on file with us, your license will be mailed out to you within 7-10 business days after your application is approved.
PDF licensing for individual licensees is not available at this time and the standard process for the release of licenses will remain the same.
Board of Cosmetologists
Legislative Update - HB 448
Approved by Gov. Larry Hogan April 12, 2022, House Bill 448 will go into effect October 1, 2022. This law allows for senior cosmetologists to directly supervise and train up to two apprentices in any practice of cosmetology as well as nail and esthetic services. The law also provides that limited licensees including hairstylists, estheticians, and nail technicians may supervise up to two apprentices, if they have at least two years of licensed experience.
This is an increase in the maximum number of apprentices that certain licensed cosmetologists may directly train and supervise from one to two. The State Board of Cosmetologists in the Maryland Department of Labor will adopt regulations consistent with the Act.

New Board Chairperson Tammy Ehrbaker
At the June 6, 2022 meeting of the Maryland Board of Cosmetologists, Tammy Ehrbaker, cosmetologist member, was elected as the new chairperson of the Board of Cosmetologists. She replaces the previous chairperson Danielle Anderson, consumer member, who retired from from her position on the board at the May 2, 2022 meeting.
Tammy Ehrbaker has been in the beauty industry for 30 years. She has led her team to be honored as a Salon Today Magazine "Top 200 Salon in the Country" for almost 10 years and to be recognized the United States Chamber of Commerce as a "Top 100 Small Business" in the country. Her salon was honored to be the Official Salon of the Baltimore Ravens Cheerleaders and she was sent to Jamaica with her team to style hair for their calendar shoot. Her travels have also taken her and her team to style hair for New York Fashion Week.
She was named one of Harford Counties "Most Beautiful People" for the service work of her and her staff in the community. These are just a few highlights of her awards and accolades in the beauty industry.
She has led her team to be environmentally and socially conscious. Her salon was the first and only salon named an official “green” salon by the Maryland Green Registry. Tammy was appointed to the Maryland Board of Cosmetology in 2019 and is very excited to be the new chairperson for the board. In her free time she loves to foster kittens and puppies and has saved hundreds of furry pet lives. She has sat on the board for The Harford County Humane Society as well as fighting homelessness in Harford County as a previous board member for Harford Family House. Her biggest accomplishment would be her 2 children Jake and Jordan.

Board of Barbers
New Board Chairperson Lawrence "Larry" Franklin
At the March 8, 2021 meeting of the Maryland Board of Barbers, Lawrence "Larry" Franklin was elected as the new chairperson of the Board of Barbers. He replaces the previous chairperson, Phillip Mazza, barber member, who retired from his position of the board following the June 8, 2020 meeting.
Larry Franklin has 26 years in the barbering industry as a licensed Master Barber in Maryland and North Carolina respectively. He is a graduate of Edmondson-Westside High School, where he received his training in Barbering. Likewise, he is a graduate of Morgan State University with a Bachelor of Science in Business Administration and a graduate of Strayer University with a Master of Business Administration with a concentration in Management. Larry is a certified Barbering Instructor for the State of Maryland Department of Labor Workforce and Development, where he teaches barbering to incarcerated men.

Message from the Commissioner's Office

I am sure that when this newsletter arrived in your inbox, you realized that it has been a while since your last newsletter. We have restructured our team and I am excited to announce that Danielle Anderson has joined our team as Website and Outreach Coordinator for the Division of Occupational & Professional Licensing. Danielle is responsible for putting together 11 newsletters for our division and ensuring the timely distribution to the appropriate licensees. In addition to the newsletters, we are improving our websites as well our communication channels including email and phone in an effort to continually improve our customer service response.
In the nearly 2 years that I have been with the Department of Labor, our team has worked hard to navigate the challenges presented by the COVID-19 pandemic, while maintaining the highest standards in customer service. We believe our team did a great job, however we will never stop improving our processes and adding quality talent to our great team.
