Subject: Important Return To Work Information for Unemployment Insurance Claimants

Dear Valued Customer:

Governor Larry Hogan recently announced the next round of safe and phased reopenings in conjunction with stage two of the ‘Maryland Strong: Roadmap to Recovery’ plan. In light of these reopenings, the Maryland Department of Labor is reminding all unemployment claimants who are on a temporary layoff or are furloughed due to COVID-19 of the requirement to return to work if called back by your employer. If you continue to file weekly claim certifications after you are offered employment, you must honestly answer the question related to your refusal of an offer of work during the week.

If you refuse an offer of work, it may result in the delay or denial of your unemployment insurance benefits. Please note that when an offer of return to work is made and it is refused by an employee, the Maryland Department of Labor requires all employers to report this information to the Division of Unemployment Insurance.

If the Division is notified that you have refused an offer of work, the Division will schedule a telephone fact-finding appointment with you. Until the Division resolves the issue of the job refusal, payment of your unemployment insurance benefits may be interrupted.

There are circumstances where you may have good cause to refuse an offer of work. During the fact finding interview, you will have the opportunity to provide additional information about the circumstances of the job refusal.  The Division will make a determination using the information that you provide. Please note that if you return to work before your claim has been fully processed or paid, you will still receive all benefits that you are eligible to receive.

If you have any questions or concerns, please contact the Division of Unemployment Insurance at 1-877-293-4125 or UI.Inquiry@maryland.gov.
