MESSAGE FROM THE BOARD CHAIR & EXECUTIVE DIRECTOR

Greetings nursing home administrators, stakeholders, healthcare providers, long-term care community, and citizens of Maryland! Many changes and transitions ensued during 2021. As the midyear of 2022 continues to grow closer, we are able to take the opportunity to reflect on all of the changes and transitions that have occurred during the span of the COVID-19 pandemic. We want to graciously recognize the endurance, perseverance, flexibility, and dedication during this time. We hope everyone takes some time to rest, rejuvenate, and spend quality time with loved ones as much as possible during the spring season. The State Board of Examiners of Nursing Home Administrators looks forward to much success with continuing to be a resource for the community, while serving to protect Maryland’s citizens!

IMPORTANT: Implicit Bias Training Requirement for 2022 License Renewals, Effective April 1, 2022

Pursuant to § 1-225 of the Health Occupations Article, Annotated Code of Maryland, the Maryland Department of Health Office of Minority Health and Health Disparities, in coordination with The Cultural and Linguistic Health Care Professional Competency Program, requires all health care practitioners in Maryland to attest that they have completed an implicit bias training program on their license renewal applications.

On or after April 1, 2022, when you complete your 2022 license renewal application, you will need to have completed an implicit bias training course approved by the Cultural and Linguistic Health Care Professional Competency Program. The attestation checkbox will appear on the online license renewal applications.

Please note: If the attestation does not appear on your online renewal application for April or May in 2022, you should still complete the required training and attest to it during your next renewal in 2024. There is no timeframe for completing the training as long as it is completed prior to your expiration date. This is a one-time requirement for one renewal only. This attestation will not need to be repeated for subsequent renewals.

Licensees are NOT required to submit a certificate of completion for this training to the Maryland Board of Examiners of Nursing Home Administrators, unless they are selected for a continuing education audit during their license renewal. Continuing education hours are NOT required by the Board for the implicit bias training. The current approved implicit bias training courses do NOT count towards your minimum 40 Board-approved continuing education hour requirement for licensure renewal.

You only need to complete one of the training courses to meet the requirement. If the training course you select has sub-courses or modules, you MUST complete ALL the sub-courses or modules in order to meet the requirement.

The Maryland Board of Examiners of Nursing Home Administrators does NOT approve the implicit bias training programs. Provisional NHA Licenses

The Application for Provisional Nursing Home Administrator License  is for nonlicensed individuals who have been appointed under § 9-301(b)(2) of the Health Occupations Article of the Annotated Code of Maryland to serve as interim nursing home
administrators in Maryland nursing home facilities. Provisional licenses are to ONLY be used for an unexpected cause or unforeseen circumstance. Please fax, or scan and e-mail this application along with all required documentation. The provisional license is not equivalent to a regular Maryland nursing home administrator license and does not require the identical criteria necessary for licensure. 

 

Under § 9-301(b)(1),(2)(i)1 of the Health Occupations Article of the Annotated Code of Maryland,

"(1)...if a licensee leaves or is removed from a position as a nursing home administrator by death or for any other unexpected cause, the owner of the nursing home or other appropriate nursing home authority shall immediately: (i) Designate a licensed nursing home administrator to serve in that capacity; and (ii) Notify the Board of the designated licensed nursing home administrator’s name. (2) (i) 1. In the event a licensed nursing home administrator is not available, the owner or other appropriate nursing home authority shall immediately appoint a nonlicensed person to serve in the capacity of interim nursing home administrator."   

 

What's Happening?

Announcing the New State's Standards Exam for Maryland

The rollout of the new State Standards Exam for Maryland was implemented on September 15, 2021. Any Maryland Administrator-In-Training (AIT) and Endorsement license applicant with a program approval date after October 1, 2021 will be required to register and take the “new” State’s Standards Exam for Maryland, and will receive the newly updated COMAR regulation study material upon their Credentials Committee Meeting approval. The AIT and Endorsement license applicants who were approved for their Maryland program on or prior to October 1, 2021 have received the study materials containing the previous regulations and will be required to register and take the older version of State’s Standards Exam. 

Effective September 30, 2023, the older test version will become obsolete and be discontinued. Testing applicants will have two (2) years from the date of their application to take/retake their exam. Once their two (2) year period has ended, then they will need to complete and resend a new application to become eligible to test.

 **Please note: Before scheduling an examination, depending on educational qualifications, AIT applicants must complete a minimum of eight (8) months of their approved AIT program and the Maryland Board-approved 100-hour Health Care Administration course.

*Annotated Code of Maryland Health Occupations Article § 9-312(b) states: “The Board may not reinstate the license of a nursing home administrator who fails to apply for reinstatement of the license within 5 years after the license expires. However, the nursing home administrator may become licensed by meeting the current requirements for obtaining a new license under this title.”

Please visit the following link on the National Association of Long Term Care Administrator Boards (“NAB”) website to find valuable training resources for Administrators-in-Training (“AITs”) as well as the free preceptor training program that is approved by the Board: https://www.nabweb.org/ait/-preceptor-manuals.

Experienced administrators are encouraged to take the preceptor training to become certified preceptors. Quality preceptors are always needed, and this is a great way for you to give back to the profession. Did you know that the Board awards each preceptor up to a maximum of 12 CEU's per each 2-year renewal cycle for precepting an AIT? You earn 1 CEU per each month of precepting (See COMAR 10.33.01.12.F). This is 30% of your total required CEU's per renewal cycle!
