Comptroller Brooke Lierman Joins Vice President Kamala Harris, Maryland Delegation Members to Announce Historic $20 Billion Competition to Spur Development of US Clean Energy Projects

Comptroller Lierman touts Maryland's unique position to take advantage of the historic investment opportunity

ANNAPOLIS, Md. (July 14, 2023) - Today, Maryland Comptroller Brooke Lierman, Lt. Governor Aruna Miller, U.S. Congressman Kweisi Mfume, Congressman David Trone, Senator Chris Van Hollen, Environmental Protection Agency Administrator Michael Regan, and Baltimore Mayor Brandon Scott joined Vice President Kamala Harris at Coppin State University to announce a $20 billion competition to expand investment in projects that reduce pollution across the county.

“Maryland is and has been on the cutting edge of addressing climate change. We know that climate change is real, it is harming our communities already, and it is the challenge of our lifetime,” Comptroller Lierman said. “But we can’t do it alone. I am so grateful that the Biden-Harris Administration and our federal partners are leading on efforts to ensure that financing to build out our new, green economy is available to individuals, small businesses, and nonprofits. Here in Maryland, we are organized and ready for this type of investment.”

The clean energy financing competition is part of the Environmental Protection Agency’s Greenhouse Gas Reduction Fund and will be deployed through two separate competitions, each aimed at mobilizing a national-scale clean energy financing network to ensure that clean energy opportunity reaches all Americans in every zip code:

  • The $14 billion National Clean Investment Fund (NCIF) competition will provide grants to support two-to-three national clean financing institutions that will partner with the private sector to provide accessible, affordable financing for tens of thousands of clean technology projects nationwide.
  • The $6 billion Clean Communities Investment Accelerator (CCIA) competition will work in tandem with the NCIF to provide grants to support two-to-seven hub nonprofit organizations with funding and technical assistance to community lenders working to finance clean technology projects – from retrofitting homes to be highly efficient and zero emissions to electrifying small businesses’ delivery fleets – in low-income and disadvantaged communities.
