Comptroller's Workgroup on Pandemic Spending to Meet Today

State Department of Education officials, local school system leaders and union representatives will share effectiveness, challenges of relief aid

WHAT:

The Comptroller's Workgroup on Pandemic Spending will hold its seventh meeting today at 1 p.m. to continue its review of state and federal COVID-related spending, with a focus on K-12 education.

Howard County Public Schools Superintendent Dr. Michael Martirano and Robert Reilly, associate superintendent of finance for Montgomery County Public Schools, will provide local perspectives on how relief aid was spent, as well as what helped and hindered educators, students and parents.

Justin Dayhoff, assistant superintendent of financial planning, operations, and strategy with the Maryland State Department of Education, will share a broad analysis of federal and state funds dispersed to local school systems and child care facilities, which the agency oversees.

The Workgroup also will hear from Sam Zwerling, government affairs specialist with the Maryland State Education Association, who will give an overview of successes and challenges experienced by teachers during the pandemic.

The final presenter will be Nathan Ferrell, a Baltimore City high school Spanish teacher who is presenting on behalf of the Baltimore Teachers Union. Mr. Ferrell taught in Howard County for nine years, before moving in 2015 to the Baltimore Leadership School for Young Women.

During the past 10 months, the Comptroller's Workgroup on Pandemic Spending has heard from numerous state agencies and community organizations about the successes, failures and difficulties of pandemic-related programs. The workgroup, established by the Comptroller after the General Assembly set aside funds in the FY 2022 budget for a review of pandemic-related spending, is examining how funds have been expended, whether they went to intended recipients and populations most in need; disparities in distribution; and possible predatory fraud and pandemic profiteering.
