Carroll County Master Plan Update- Work Group Reports

Tuesday, September 23, 2025 - This summer, three Master Plan Work Groups met to discuss and make recommendations to the Planning & Zoning Commission on potential Master Plan actions related to Agriculture, the Economy, and Housing. The Economy and Housing Work Groups based their discussions on two studies previously completed for those topics, while the Agriculture Work Group focused on how agriculture can remain a viable industry in Carroll in the coming years.

      Staff from the Department of Planning & Land Management will provide an overview of each Work Group’s meeting approach during the Planning and Zoning Commission meeting held on October 1, 2025, at 6:00 PM. On November 5, the Work Group reports will be shared with the Commission. Both meetings start at 6:00 pm, are open to the public, and will be live-streamed and available for later viewing on the County’s YouTube channel. In the meantime, all the Work Group meeting summaries and additional information are accessible on the Master Plan website.

       After receiving the Work Group reports, the Planning & Zoning Commission will consider them as part of a broader effort to review, update, and recommend changes to the County Master Plan. There will be many opportunities for the public to give feedback throughout this process, which is expected to continue through 2026.
