See Click Report Launches for Residents
Carroll County Department of Public Works (DPW) recently launched See Click Report, a mobile app and web compatible tool giving citizens real time access to report issues with county roads, parks and landscaping, is now available to residents. Interested citizens can download the app from the app store or from the Carroll County Government website.
The new app allows citizens to request county services and report issues in county-maintained areas with the opportunity to include location, pictures, videos and specific descriptions of problems such as potholes, downed power lines, and roadkill. Town Halls Scheduled
Commissioner Rothstein will hold Town Halls on Monday, March 30th at 10:00 a.m. and 6:30 p.m. at the South Carroll Senior and Community Center, 5928 Mineral Hill Rd, Eldersburg. Town halls are opportunities for the commissioner to brief citizens and for citizens to ask questions and share concerns, thoughts, and ideas.
2020 Census Begins in March
Beginning March 20th, residents will begin receiving information regarding completing the 2020 Census. The Census count is important, easy and safe. The 15th Annual Seniors on the Go Expo will be held Wednesday, April 15, 2020 from 9am to 2pm in the Shipley Arena of the Carroll County Ag Center in Westminster.This event is sponsored by the Carroll County Bureau of Aging & Disabilities, serving older adults, people with disabilities, Veterans, and those who care for them.

Celebrating 75,000 Acres of Preserved Ag
The Carroll County Board of Commissioners is excited and proud to announce a future event celebrating the attainment of 75,000 acres of preserved agricultural land. A community committee is planning the celebration to be held on Saturday, October 17, 2020, from 10:00 AM to 4:00 PM at the Carroll County Farm Museum. The event is free to the public as part of the Farm Museum’s Fall Harvest Celebration event. A special ceremony will take place at 12:30 pm. Everyone is welcome and encouraged to attend the event.

South Carroll Dog Park
Memberships to the new South Carroll Dog Park (SCDP) may be purchased beginning Monday, March 2, 2020 from the Department of Recreation and Parks. The cost of a membership is $30 for one person and up to two dogs. Additional dogs may be added for $5 each. You may also purchase an expanded membership for $50 to include usage of both the SCDP and Bennett Cerf Dog Parks. The SCDP will be open for members beginning on Monday, March 16th. A grand opening celebration event will be held on Sunday, April 26 at 1:30 pm. For more information, please visit ccrecpark.org.

Piney Run Watershed Study
The county began the Piney Run Watershed Study in October 2019 with the study continuing through 2021. The watershed study, financed by a Natural Resources Conservation Service (NRCS) grant, has three phases. The phases include: a comprehensive inspection and a hydraulic analysis of the dam under different storm scenarios; selection of mitigation options, if necessary; and a report documenting the work. Assisting the county with the study is AECOM, an international firm with resources specializing in dam engineering.

Elderwood Village/Luers Lane Project
This project is substantially complete; however, the contract will remain open with Kibler Construction, our contractor on this retrofit project, until the spring to ensure a good stand of grass is established on the areas disturbed during construction. The filter media and trash racks have been installed. A silt fence was installed around portions of the filter area to protect it from sediment laden runoff. The silt fence will be removed in the spring when vegetation has been established.
Central Maryland 2
This facility provides stormwater management to the Central Maryland Service and Distribution Center and is located on private property adjacent to Klees Mill Road, between Enterprise Road and MD 26 in Sykesville. The project will retrofit the facility to provide water quality to the untreated impervious area which is 31 acres of the 53-acre drainage area.
CLSI designed the facility and Stambaughs, Inc. began construction in January.
Shannon Run
The Shannon Run Stormwater management facility is an existing facility located within the Town of Sykesville. This project is complete. The contractor for the project, W.F. Delauter & Son, dewatered the facility to remove the stand pipe and install the trash racks on the low flow pipes. The facility has returned to the normal pool level. As-built drawings were submitted by CLSI and approved by the county on January 24. The county received funding from the Chesapeake and Atlantic Coastal Bay Trust Fund to pay for a portion of this project.
Piney Run Big Fish Contest
The 2020 Piney Run Big Fish Contest is underway. The biggest fish caught during the 2020 season will result in a prize of $1,000 (and if the catch breaks the park’s all time record, an additional $500). For more information, please call Piney Run Park at 410-795-5165.
Carroll Biz Challenge
The 2020 Carroll Biz Challenge kicked off with a reception on February 13th. Applications from start-ups are accepted until May 31st with the Live Finale scheduled for August 27th.
Stratosphere Grand Opening
Stratosphere Social in Eldersburg will hold its grand opening on March 19th. The venue will open to the public at 7pm. The transformation from a recreational trampoline park into a social and entertainment venue for all ages will soon be complete. The new family entertainment destination features bowling lanes, virtual reality and arcade games with a full kitchen and bar offering food and drinks.
Ottenberg's Bakery Expansion
Ottenberg's Bakery recently expanded its Eldersburg manufacturing and corporate headquarters location by 16,000 square feet.

1623 Brewing Company Opens
1623 Brewing Company celebrated their grand opening with a ribbon cutting on February 22nd at their taproom, located at 5975 Exchange Drive, Suites H-L, in Eldersburg; the Liberty Exchange facility occupies 11,00 square feet.

Liberty Exchange Continues Development
St. John Properties continues to invest in Carroll County by adding a new speculative 30,000 square foot building at Liberty Exchange. Liberty Exchange is a 40-acre business park with ten buildings that comprise approximately 217,000 sq. ft. of office, R&D/flex and retail space; tenant sizes range from 2,384 to 61,160 sq. ft., offering businesses economical and high-utility space.

Warfield Update
Alderson Loop LLC, a consulting and professional services firm, is relocating and expanding its office footprint at 6933 Warfield Avenue and plans to hire an additional 80 employees with their expansion. The company joins Nexion Health and ZeteoTech on the campus.
Nearby, Lennar is offering a townhome community at Parkside at Warfield which features two popular townhome designs with 2-car garages, 3-5 bedrooms, 2.5-4.5 bathrooms, and three stories (with optional fourth floor lofts and terraces). Homeowners are walking distance from downtown Sykesville Main Street.

Freedom District Citizens Association
The Freedom District Citizens Association met recently and discussed topics including
- the Countywide Transportation Master Plan, which is currently in its initial stages and will focus on areas in Freedom including MD 26 and MD 32
- development review projects in the area, and status in the review process
- the zoning text rewrite, specifically what has already been completed, the process and schedule going forward; and how citizens can get involved
- the by-request phase of the comprehensive rezoning for the commercial and industrial districts, and the projects specifically in the Freedom area.
This advisory group is a voice for the community and another way to encourage and gather feedback to advise me on happenings in the area. Please reach out to me if you are interested in becoming a member of this association.
County-Wide Comprehensive Rezoning - Residential Districts
Residential Open Concept Team meetings are being held:
Starting in the spring of 2018, Planning worked with a citizen focus group to review planning concepts and master plans; taking feedback from this group to develop draft revisions of the residential zoning districts. The county concept team now expands its public engagement by hosting monthly meetings open to the public. The Department of Planning encourages more and continuous public engagement into the zoning ordinance review process.

County Budget Schedule
The commissioners will begin work on the FY2021 budget soon. Mr. Ted Zaleski, Director of Management and Budget will present the budget overview on March 10, 2020. Open dialogue with county department directors and agency leaders should prove effective and allow for some flexibility with difficult decisions.Start dates for the county budget process are listed below. Open Session meetings are available for viewing on the county meeting portal and YouTube channel. In addition, all meetings will be replayed on Comcast Channel 24.
