 Hampstead Wastewater Treatment Plant Groundbreaking Held for
Enhanced Nutrient Removal (ENR) Upgrade Project
Westminster, MD, Wednesday, January 23, 2019 – Yesterday, members of the Carroll County Board of Commissioners, Maryland Department of the Environment and county staff celebrated the groundbreaking of the Hampstead Wastewater Treatment Plant Enhanced Nutrient Removal (ENR) Upgrade Project.
Commissioner Richard Weaver, District 2, served as Master of Ceremonies and welcomed Maryland State Department of the Environment Assistant Secretary Lynn Buhl and Carroll County Department of Public Works Director Jeffrey Castonguay to make remarks.

The project cost is $17.4 million dollars with approximately 50% funded by grants from Maryland’s Bay Restoration Fund. Construction will take approximately 2 ½ years to complete with the construction contractor Conewago Enterprises, Inc. and the design engineer and construction management being handled by George, Miles & Buhr, LLC.
This is the second of three wastewater plant projects, within the county over the last year, which will positively impact the environment including the Chesapeake Bay. The first project, the Freedom Wastewater Treatment Plant, was recently completed in the southern part of the county and the last project, a partnership with the City of Westminster for its Wastewater Treatment Plant, just started a week ago. These projects remove phosphorus and nitrogen from the plant effluent which is environmentally safer for the bay and results in the plants meeting the most current standards.
