Happy 2015, Baltimore! I hope you had a wonderful holiday season and a very happy New Year’s. As we plan our resolutions for the new year and continue our efforts to grow Baltimore in 2015, I would like to reflect briefly on 2014.
My top priority has always been working to eliminate violent crime. I am encouraged by how much Baltimore accomplished in the crime fight in 2014, and I am motivated to do even more in 2015. We have strengthened our focus on taking violent repeat offenders off our city streets, while consistently improving relationships with communities. In return, we have seen that violent crime is down, as are instances of police misconduct and excessive force lawsuits filed against the City.
Meanwhile, Baltimore is seeing its most significant growth in decades—across the board. Thanks to our continued implementation of the City’s first ten-year financial plan, Change to Grow, we have cut a $750 million structural deficit in half, reduced the property tax rate for homeowners (with additional cuts coming), pumped tens of millions of new dollars into much-needed infrastructure investment, and shrunk the City’s retiree health liability by two-thirds. Due to these reforms, the City earned its first bond rating upgrade in seven years!
Local businesses like Under Armour, Millennial Media, Groove, and Pixelligent continue to expand, while companies like Pandora, Spardata, Mindgrub, and KAO, USA have relocated to Baltimore and will grow with us. Meanwhile, in just a few months, the Horseshoe Baltimore Casino has provided 2,200 new city-based jobs, and more than 1,000 jobs will be available when Amazon opens its new fulfillment center later this year.
Thanks to the Vacants to Value initiative, my administration’s internationally recognized blight elimination program, we are seeing unprecedented residential growth. Through this initiative, approximately 3,000 vacant and blighted properties have been demolished or rehabbed, spurring more than $107 million in private investment to create sustainable communities of choice across our city. And there are more cranes in the air now than at any time in the past decade, due to initiatives like my administration’s newly created Apartment Tax Credit, which enhances our city's already thriving market.
I am proud to say that Baltimore is better, safer, and stronger than we were a year ago. Though I am encouraged by our progress, our true metric for success will always rest in the faces of the residents I see every day. While we have made significant strides to build better police-community relationships, the despicable acts of a few bad actors have continued to tarnish all who wear the uniform; and, while there is growing confidence in Baltimore as a hub for economic growth, we must stay the course and continue to balance fiscal accountability with future investment.
Despite these challenges, I remain hopeful and determined, because I believe in this city’s resilience, and I understand that where there are challenges, there are also opportunities. Right now, Baltimore is primed for growth. We have more work to do, and I embark on 2015 ready to face our challenges and determined to expand on opportunities to improve outcomes.
I want to personally thank you for your continued support over the past year and for your help in making Baltimore a great place to grow. Together, I know we will realize an even better, safer, and stronger city in 2015!
