Dear Leaders,
Last week, I hosted a screening and discussion of the powerful documentary
Live Young Blood at City Hall. All those in attendance heard from surviving
mothers, service providers and young people about the impact that the violence
involving our young people has not only them, but Baltimore as a whole.
Unfortunately, this week we had the essence of Live Young Blood brought to the
attention of the entire city with the senseless murder of a seventeen year old.
Too many of our young people are dying through conflicts over minuscule issues.
It is imperative that everyone who is able get involved in the lives of some
young person in our city. The only way we will see this senseless violence cease
is if we all are working as one. No one is exempt from Baltimore. No one
program, recreation center, or a two parent home guarantees that a young person
will not be a victim of violence in our city. Violence impacts all of us and we
all have a duty to work to make our young people safer. I implore you all men
especially to stand up and make a difference so that the lost lives of
Baltimore's shining stars is not in vein.

Horseshoe Baltimore Casino to Launch Hiring Program in Baltimore

PNC Transformative Art Prize
The PNC Transformative Art Prize returns to distribute funds to qualified neighborhood associations and community-based nonprofit groups. Rising Star Scholarships
The 2014 Rising Star Scholarship application packet is now available! Awards are $1,000 each, to be issued before the fall semester of 2014. The Rising Star Scholarship Program, aims to encourage academic excellence and foster leadership potential in young people. Expanded Mechanical Street Sweeping Program
Mayor Rawlings-Blake and the Department of Public Works recently announced a new city-wide street sweeping program, scheduled to begin on April 2. Currently, DPW's Bureau of Solid Waste mechanically sweeps just 30% of Baltimore City streets. The new program will expand the service to sweep 90% of City streets, resulting in a cleaner, greener, healthier Baltimore. Baltimore City Fire Department CPR Training
Public Safety Training Facility, 3500 W. Northern Parkway First Saturday of every even month from 8:00 AM to 12:00 PM Baltimore Fire Training Academy, 6720 Pulaski Highway The goal of this training is to train as many citizens in hands-only CPR. This training is not certifiable but is designed to prepare individuals in the event that emergency CPR is needed. It will include participants as young as 8 years old. A rate of 6.99% APR is available for consumers completing an energy audit and installing insulation and duct sealing measures. A rate of 9.99% APR is available for consumers.
Online Reporting for Non-Violent Crimes
Mayor Rawlings-Blake, Police Commissioner Batts and Councilman Brandon Scott have unveiled the City's new citizen online police reporting system. The system allows Baltimore crime victims to file reports online for non-violent incidents such as car break-ins, vandalism and illegal dumping. Reports can also be filed on various platforms including a computer, tablet or smartphone. All the user has to do is go to the city police website, and click the reporting link and follow instructions. Each report is assigned an incident number, and the user gets a PDF file of their report that can also be used to report loss for insurance.

The Baltimore Community ToolBank is a new nonprofit organization that loans tools and equipment to community groups and gardens, neighborhood associations, and other charitable organizations for just three cents on the dollar per week, so your group can borrow $1,000 worth of tools for just $30. Membership is free and they are reserving tools now for spring projects, so make sure to get tools lined up for your upcoming projects. Community Organizations: Request The Johns Hopkins CARES Mobile Safety Center
The CARES (Children ARE Safe) Safety Center is a 40-foot vehicle designed as a house on wheels. The Safety Center is available to visit Baltimore neighborhoods and community organizations to teach parents and caregivers about the injury risks children face at home and what they can do to prevent them. Inside visitors will find several fun and interactive exhibits to show the hidden injury risks in a home and what can be done to protect families. The Center is also equipped with reduced-cost safety products, including car safety seats, bicycle helmets, safety gates and cabinet locks, which are offered for sale at below-retail costs. HARBEL PREVENTION AND RECOVERY CENTER NOW ACCEPTING INSURED BALTIMORE COUNTY RESIDENTS
HARBEL Prevention and Recovery Center (HPRC) is an outpatient program which provides substance abuse treatment services to adults. In a recent assessment by Baltimore Substance Abuse Systems HPRC was found to be one of the most successful outpatient drug abuse programs in the metro area. Due to funding restrictions, HPRC was unable to serve Baltimore County residents, but as a result of changes in funding HPRC can now accept Baltimore County Residents that are insured through Medical Assistance or private insurance. If you know of someone who could take advantage of HPRC’s services have them call 410-444-2100 for an appointment.
HARBEL IS COLLECTING PAPER TO BE RECYLCED
HARBEL is collecting paper to be recycled. If you have paper you would like to recycle please feel free to place it the green and yellow dumpster in the rear of our building at 5807 Harford Road marked “PAPER RECYCLING”. Please only place paper in the dumpster. The recycler donates money to HARBEL based upon the amount of paper we recycle. This is an easy and environmentally friendly way to help sustain HARBEL’s services to your community.

Sisters, Soldiers: Black Women in the Military is on loan from the Reginald F.
Lewis Museum and will be on display at the War Memorial through May 31. The
exhibit will be presented alongside the War Memorial's recently renewed
permanent collection of military artifacts. Come learn about the impact that
African American women have had in our nation’s armed forces from 1776 to
