Position Summary:
The Executive Liaison for Public Policy is a leadership position reporting directly to the Mayor’s Office of Employment Development’s (MOED) Director and will act in the capacity as the Director’s Special Assistant. This position is responsible for promoting MOED’s key operational priorities through developing and writing grant proposals for federal, state, local, foundations and other grant making organizations. Under the Director’s supervision, the Executive Liaison will provide direct staff support to the Mayoral appointed Baltimore Workforce Investment Board (BWIB) and assist in promoting the BWIB’s mission, goals and objectives through strategic planning, resource development, public awareness /marketing and coalition building. The Executive Liaison will identify emerging issues in the workforce development arena, and ensure that legislative and budgetary priorities receive attention at the federal, state and local levels.
Key Deliverables:
With a strong interest in and a deep understanding of workforce development programs and practices the Executive Liaison for Public Policy supports MOED through the following activities:
- Researches grant opportunities for the purpose of developing additional funding resources for both current and proposed services, programs and administrative operations;
- Responsible for the development and timely submission of grant applications and proposals for securing expanded funding for MOED programs and services; leads and guides team efforts in crafting proposals, ideas and plans for implementation;
- Develops alternative funding sources for the continuation of successful programs/projects in support of MOED’s mission by establishing and maintaining personal contact with all stakeholders;
- Provides direct support to the BWIB including meetings facilitation and strategic planning;
- Coordinates BWIB committee work and task forces, ensuring active engagement in work groups and a quality output of stakeholder efforts;
- Directs the development and execution of the BWIB’s short- and long-term strategies, including preparing its annual legislative agenda and legislative outreach plan;
- Provides logistical support for legislative briefings and hearings with elected officials as requested by the Director;
- Serves on various committees and task forces designated to work on workforce policy matters
Competencies:
- Solid understanding and knowledge of grant research, writing and analysis and the ability to craft funding proposals in a clear and compelling manner
- Knowledge of the labor market in the Baltimore metropolitan area, and the use of labor market data, and data collection methods to analyze and research labor market information, population demographics and other community profiling for the inclusion into grant proposals and other projects
· Advanced writing skills with high attention to detail and persuasion coupled
with presentation skills
Education & Experience:
- Bachelor’s degree, preferably in Political Science, Public Administration, or related field from an accredited college or university;
· A minimum of eight years experience in local public affairs, public program
management and/or administration of human services (preferably employment and
training) programs;
- Demonstrated experience in federal, state and local public policy specifically in the area of workforce development programs and policies;
- Experience working with and supporting volunteer boards for public or private institutions
