Baltimore Police Command Staff Changes & Promotions

BALTIMORE, MD / August 3, 2012 -  Acting Baltimore Police Commissioner Anthony E. Barksdale today announced several command staff changes that will aid the department in fulfilling its public safety mission.  

 

  • Major Eric Russell of the Southwest District will be appointed as the agency’s permanent Director of Education and Training at the Baltimore Public Safety Academy. Prior to commanding the Southwest District, Major Russell served as the Deputy Major of the Central District and has held senior level positions in Internal Affairs and Patrol.

 

  • Deputy Major Justin Reynolds of the Southwest District will be reassigned to the Inspectional Services Section. Prior to his position in the Southwest District, Deputy Major Reynolds served in various criminal investigative and patrol functions.

 
  • Deputy Major James Handley of the Western District will be promoted to Major of the Southwest District. Prior to his appointment to command staff, Major Handley spent the majority of his career conducting criminal investigations and served in the Homicide, Internal Affairs and Patrol Division.  

 
  • Lieutenant Sean Miller of the Violent Crime Impact Section will be promoted to Deputy Major of the Southwest District. Deputy Major Miller has been assigned to specialized units within the Baltimore Police Department, including drug enforcement and the Violent Crime Impact Section. He also previously served as a Sergeant in the Southwest District.

 
  • Lieutenant Robert Smith of the Central District will be promoted to Deputy Major of the Western District.  Smith currently commands the Pennsylvania Avenue Initiative which is focused on reducing violence along the Pennsylvania Avenue corridor. Smith has extensive experience in the Patrol Division and has worked in the Northwestern and Northern Districts.
