 Executive Letter: Impacts Within Our Community
I hope each of you, your families, and organizations are doing well and taking time to enjoy the summer season. I learned early that there is no "off season" in homeless services however I am grateful that I am surrounded by a community that is grounded in serving our most vulnerable population in Baltimore City. We are in year two of navigating federal funding shifts however we have remained grounded in finding innovative solutions that will strengthen our ability to serve clients that are experiencing homelessness or at risk of homelessness.
In 2026, our latest Point In-Time data reflected a decline in overall homelessness by 12%. This can be attributed to the work of our service providers and your commitment to serving clients in a way that aligns with their goals and service needs.
Looking ahead, your insight and collaboration is vital to our collective impact. We have an updated available on our website that captures programs available across our community. If your organization is not currently included, please take a moment to fill out our Vendor Resources Survey to share available community assets for future outreach. Thank you for your continued dedication to Baltimore and I truly appreciate working alongside all of you!

Please join the family of Michelle Owens Goode and the Mayor’s Office of Homeless Services as we gather to honor the life and legacy of a remarkable colleague and friend. Michelle will always be remembered for her deep compassion, kindness, and unwavering dedication to MOHS and the community we serve. The celebration of life for Michelle 2026 from 1-4pm at the Diamondz Events Center at 9980 Liberty Rd, Randallstown, MD 21133.
For over fifteen years, Michelle’s dedication was vital to the City of Baltimore; she supported community organizations, housing providers, and advocates working across Baltimore. Her stewardship within our organization ensured that essential resources consistently reached our city's most vulnerable populations. Her expertise and unwavering commitment to our shared mission left a lasting impact on Baltimore’s Continuum of Care and she will be missed.

City of Baltimore Releases 2026 Point-in-Time Count Report
The Mayor’s Office of Homeless Services (MOHS), in coordination with the Baltimore City Continuum of Care (CoC), released the 2026 Baltimore City Point-in-Time (PIT) Count Report on June 26th, 2026.
Every year, jurisdictions across the United States conduct a PIT Count during the last 10 days of January. The PIT Count provides important data on the number of people experiencing homelessness locally, regionally, and nationally. In 2026, Baltimore City had a 12% reduction in overall homelessness.

Code Red Season Continues
In partnership with Baltimore City Health Department, MOHS launched the Code Red Extreme Heat season on May 15, 2026, which will remain in effect until September 15, 2026.
The MOHS website linked below is updated when Code Red is activated.
This plan includes access points for cooling centers, resources, and additional supports during extreme heat for individuals experiencing homelesssness.

MOHS appeared before the Baltimore City Council and the Budget and Appropriations Committee to review our proposed FY27 budget on Monday, June 1, 2026. The budget was approved on June 25, 2026.

Grant Opportunities
FY 2026 CoC NOFO Program Competition
The Continuum of Care (CoC) program promotes a community-wide commitment to ending homelessness. The program provides funding to nonprofit providers and state and local governments to quickly rehouse individuals and families experiencing homelessness while minimizing the impacts of trauma and dislocation. The program also promotes self-sufficiency and access to mainstream programs by individuals and families experiencing homelessness. The Baltimore CoC invites applications from new and renewal organizations that have or have not previously received CoC funding.

The deadline for application is Wednesday, July 15, 2026 at 5 p.m.
FY 2027 ACIS Expansion Request for Proposals
The Mayor’s Office of Homeless Services (MOHS) is seeking qualified providers to deliver services under an expansion of the Assistance in Community Integration Services (ACIS) program, a Medicaid-funded program that provides housing and tenancy-based case management services to eligible Medicaid participants experiencing or at risk of homelessness. The deadline is Friday, July 31 at 5:00 pm, and applications are reviewed and awarded on a rolling basis.
Authorized under Maryland’s §1115 HealthChoice Demonstration, ACIS supports participants in obtaining and maintaining housing while increasing access to healthcare and community-based supports that promote housing stability and community integration. The program began as a pilot in Baltimore City in 2017, with Healthcare for the Homeless as the sole service provider.

CoC General Meeting: Thursday, September 10, 2026, from 2:00p.m. - 4:00p.m. at Helping Up Mission (1029 E. Baltimore St., 21201).
 MOHS Will Be Attending Three City-Agency Tabling Events this Month!
On Thursday July 9th, MOHS will participate in and provide resources at the Mayor's Office of Community Affairs MOCA In the Mix All 26' Rock the Block in the Upton Neighborhood and on July 30th will be attending their event in the Coldstream-Homestead Neighborhood. The event will be filled with music, food, community, and resources for those directly in these neighborhoods. MOHS be onsite to provide resources and supports to those experiencing homelessness
Also, On Tuesday, July 14th, MOHS will be participating in and provide resources the Mayor's Office of Employment and Development (MOED)'s Resource Fair at 514 Wilson Ave. Baltimore, MD 21217 from 10AM to 2PM.

Resource Guide Vendor Resources Survey
MOHS has published an updated resource guide for community members seeking information on services such as drop-in centers, emergency shelters, homelessness prevention, and more.
If you are a landlord, employer or service provider and want to share your resources with clients experiencing homelessness, we need your support. MOHS is gathering resources available to be shared with our emergency shelters and street outreach teams.

Help the MOHS Outreach Team support individuals experiencing homelessness this winter by donating new or freshly cleaned winter clothing and other essential items. Email HomelessOutreach@baltimorecity.gov to schedule a donation time.
