Councilwoman Odette Ramos Named Co-Chair of the Baltimore City Human Trafficking Collaborative
Baltimore, MD (Friday, January 30, 2026) – Today, the Baltimore City Human Trafficking Collaborative (BCHTC) announced that Councilwoman Odette Ramos of District 14 will serve as the new Co-Chair of the BCHTC. She joins co-chair Thomas Stack, Anti-Human Trafficking Manager at the Mayor’s Office of Neighborhood Safety and Engagement (MONSE), working collaboratively with a diverse group of stakeholders to combat both sex and labor trafficking in the City of Baltimore.
"I am excited to work alongside Councilwoman Ramos as Co-Chairs of the Baltimore City Human Trafficking Collaborative," said Thomas Stack, MONSE Anti-Human Trafficking Manager and BCHTC Co-Chair. "Together we will ensure that the work of the Collaborative moves forward to end Human Trafficking in the City of Baltimore and see that survivors of trafficking receive the services needed to restore their lives."

The Baltimore City Human Trafficking Collaborative was started in December of 2017 as a diverse group of stakeholders working together to stop human trafficking across the City of Baltimore.
The Collaborative is made up of stakeholders from the Mayor’s Office, members of the City Council, law enforcement, prosecutors, public defenders, judiciary, city and state agencies, health care professionals, victim service professionals, and more. The collaborative operates under the umbrella of the Maryland Human Trafficking Task Force, which was started in 2007.
