Mayor Brandon M. Scott Announces Two New Programs to Support Housing Opportunities for People Exiting Homelessness
House Baltimore Property Owner Engagement Initiative
The House Baltimore initiative is a collaboration between property owners and managers, community members, and homeless service providers in Baltimore City. Through this initiative, housing partners can become House Baltimore members and receive a variety of benefits for renting to households exiting or at risk of homelessness.
Flexible Fund for Diversion and Rapid Resolution
The Mayor's Office of Homeless Services (MOHS) has allocated $1.78 million of American Rescue Plan Act (ARPA) funding to a Flexible (Flex) Fund for Diversion and Rapid Resolution for short-term rental assistance and other housing-related expenses that will prevent people from being unsheltered, entering shelter, or help them rapidly exit an unstable housing situation.

Over 90% of Assistance in Community Integration Services (ACIS) Participants Achieved Permanent Housing
The Assistance in Community Integration Services (ACIS) Pilot Program is authorized by the Center for Medicare and Medicaid Services (CMS). ACIS provides housing and tenancy-based case management services to eligible Medicaid beneficiaries.
The Mayor’s Office of Homeless Services (MOHS) serves as the lead entity for the program in Baltimore City. In partnership, Health Care for the Homeless (HCH) supplies case managers, licensed therapists, peers, and other in-kind providers to ensure housing stability, housing retention, and improve overall health outcomes.
On April 26, 2022, the ACIS Pilot Program was approved for a four-year renewal. The renewal included approval for a further increase in the ACIS enrollment cap to 900 individuals annually and operation of the pilot through December 31, 2026.
MOHS' FY 2024 Winter Shelter Plan is in effect from November 1, 2023, to April 1, 2024. MOHS will provide extended emergency shelter to all people experiencing homelessness on nights when the temperature with wind chill reaches freezing (32 degrees and below).
