Mayor Rawlings-Blake Announces Winner of Annual Lidinsky Award

Former Assistant Fire Department Chief Donald Heinbuch recognized for leadership, bravery, and dedication to public service.

BALTIMORE, MD. (March 28, 2012) – Today, Mayor Stephanie Rawlings-Blake presented Mr. Donald Heinbuch with the Richard A. Lidinsky, Sr. Award for Excellence in Public Service at a ceremony in City Hall. Heinbuch, now retired, joined the Baltimore Fire Department at the age of 19 in 1970.

“Each year, we have an opportunity to celebrate the legacy of one public servant who’s commitment and dedication set an example for his fellow City employees,” said Mayor Rawlings-Blake. “Assistant Chief Heinbuch honored the fire department with his service for three decades, sharing his knowledge and expertise with countless fire fighters.”

The Richard A. Lidinsky, Sr. Award of Excellence in Public Service was established to recognize long-serving City employees who have worked to improve City services and make city government more efficient. The award is named after Mr. Lidinsky, who was employed with Baltimore City for 43 years and served as Deputy Comptroller under eight mayors.

Every year, the Lidinsky Awards Committee selects an employee who exemplifies the same attributes as this remarkable public servant. Recipients receive $2,500 and have their name placed on a commemorative plaque in the City Hall rotunda. Two runners-up are each awarded $1000 prizes. Runners-up were Mr. Kevin Cleary, Deputy Director of the Mayor’s Office of Neighborhoods, and Ms. Francine Childs, Assistant Commissioner of School Health in the Baltimore Health Department.

Previous award winners are Peggy Watson (2004), Michael Alexander (2005), Richard Kagan (2006), George Winfield (2007), Patricia Williams (2008), Clement Ruley (2009), and Donna Owens (2010).
