MONSE Makes Top-of-Year Staffing Announcements
Now nearly fully-staffed, the Mayor’s Office of Neighborhood Safety and Engagement will continue to lead implementation of Mayor Scott’s Comprehensive Violence Prevention Plan
BALTIMORE, MD (Tuesday, February 14, 2023) – Today, the Mayor’s Office of Neighborhood Safety and Engagement (MONSE) is announcing top-of-year staffing additions and modifications for the team charged with continuing the work required to sustainably and equitably improve public safety outcomes for all Baltimoreans: Mark Mason, Victim Services Associate Director; Delancia Browning, Community Engagement and Opportunity Associate Director; Jonathan Hoffman, Policy and Research Associate Director; and Jack French, Strategic Communications Manager.
“Continuing to build the capacity to advance and sustain the work of this agency is critical as we carry out Baltimore’s Comprehensive Violence Prevention Plan and Mayor Scott’s vision for public safety,” said MONSE Executive Director Shantay Jackson. “It truly takes a village to build a better, safer Baltimore - not just for today, but for generations to come. Mark Mason serves the Mayor's Office of Neighborhood Safety and Engagement as Victim Services Associate Director. In this role, Mason oversees management of MONSE’s victim services portfolio, which includes support of victims of gun violence, human trafficking, sexual assault, intimate partner violence, and other victims of violence. Prior to joining MONSE, Mason formerly served the Baltimore City Health Department for three years as a Victim Advocate and four years as Project Director and Assistant Director for the Office of Youth and Trauma Services.
Delancia Browning serves the Mayor’s Office of Neighborhood Safety and Engagement as Community Engagement and Opportunity Associate Director. In this role, Browning is responsible for establishing and maintaining healthy, trauma-informed, and supportive community relationships to co-produce public safety with neighborhoods throughout Baltimore City through direct service provision that includes re-entry, juvenile justice, and the City’s Coordinated Neighborhood Stabilization Response. She comes with over 10 years of experience working in Washington, D.C. government as an analyst, advisor, and contract administrator.
Jon Hoffman serves the Mayor’s Office of Neighborhood Safety and Engagement as the Policy and Research Associate Director. As Policy and Research Associate Director, Hoffman is responsible for bridging MONSE’s short- and long-term strategic priorities, cultivating relationships with legislative contacts, agencies, and community partners to support advocacy efforts, and driving policy around violence prevention funding, re-entry, and 911 call diversion. He also oversees MONSE data team and strategic partnerships of the Criminal Justice Coordinating Council. Hoffman brings a broad range of policy and research experience to the agency through his time at Baltimore City Public Schools and the Baltimore Police Department.
Jack French serves the Mayor’s Office of Neighborhood Safety and Engagement as Strategic Communications Manager, where he works closely with the Communications Associate Director to manage press relations and engage the public around the agency’s work to implement Mayor Scott’s Comprehensive Violence Prevention Plan. French formerly served the administration as Senior Communications Associate for Mayor Brandon M. Scott.
In addition, other staffing shifts will further strengthen the agency’s capacity to implement Mayor Scott’s Comprehensive Violence Prevention Plan: Wesley Dawson now serves as Community Engagement and Opportunity Manager; Brionna Adams and Laneese Baylor now serve the agency as Victim Services Managers; and Alicia Sherod now serves the agency as Grants and Contracts Deputy Director.
Currently, MONSE is recruiting for a Gun Violence Prevention Associate Director. The Associate Director will be responsible for designing, staffing, and overseeing a dedicated team of gun violence prevention professionals tasked with creating the cross-systems partnerships needed to deliver on the Mayor’s integrated, dual-approach to gun violence prevention.
