Allysha Lorber

Dear BCDOT Team, 

This winter, the Department of Transportation is welcoming four new Capital Planning employees to our team!

Allysha Lorber, ASLA, AICP will serve as our Capital Planning Chief.  Allysha will be in charge of developing and managing the Capital Improvement Program (CIP) as well as providing leadership to the Planning Division and the Transit Bureau. She brings over 20 years of experience in transportation planning, urban design, stakeholder engagement, and grant writing to BCDOT.

Allysha’s work has focused on making transportation more fun and enjoyable for all users and the communities that the network serves, and using transportation investments to improve environmental integrity and leverage social equity. Her career has included both public and private sector experience working with state, regional, and municipal agencies across the mid-Atlantic region.  

Allysha lives in the Baltimore area with her husband, two teenage daughters, and a lovable pound puppy and is also an avid runner who you can see running all over the City with the Baltimore Pacemakers running club.

In addition to the Capital Planning Chief, DOT also recently welcomed 3 planners to strengthen our transit, bike and safety functions, including:

Shayna Rose, Project Planner in charge of safety, joins us from the consulting firm Mead & Hunt.

Patrick Patterson, Bike Planner, was a Land Use and Transportation Planner for Anne Arundel County.

Montrae Jones, Transit Planner, comes to us from MDO/MTA.

Meet Our New Capital Planning Team Members!

Shayna Rose

Shayna Rose

Shayna Rose, AICP, joined DOT’s Capital Planning Division in November of 2021 as a City Planner II. She has worked for DOT since February of 2020, as a consultant.  Shayna is primarily an area transportation planner for the southeast quadrant of the City and the Vision Zero planner. Prior to DOT, Shayna worked as a Transportation Planner/Engineer at Mead & Hunt. She holds a master’s degree in Urban and Regional Planning from Georgetown University, and a bachelor’s degree in Environmental Engineering from Johns Hopkins University. Outside of work, Shayna is an avid rock climber and runner, having won the 10K road race at the 2017 Jewish Olympics. An enthusiastic proponent of multi-modal transportation, Shayna is proudly car-free. She lives in the Remington neighborhood of Baltimore with her cat, Fritz.

Patrick Patterson

Patrick Patterson

Patrick Patterson joined DOT’s Capital Planning Division in January 2022 as a City Planner II (Bike Planner) to support the bike planning efforts in the Transit Bureau.  He graduated in 2013 with his Bachelors of Science in Urban and Regional Planning, and in 2015 he received his Masters of Urban Planning with a specialization in Active Transportation from Texas A&M University.  Prior to Baltimore City DOT, he interned with the USDOT’s National Highway Traffic and Safety Administration, and most recently was a Senior Transportation Planner with the Montgomery County Planning Department where he worked in the traffic and transit demand model and forecast team.  In his free time, Patrick enjoys cooking, traveling, and going on hikes with his wife and beagle-hound.

Montrae Jones

Montrae Jones

Montrae Jones recently joined DOT’s Capital Planning Division as a Planner II with the Bureau of Transit. He has over 16 years of transit and transportation experience in a variety of positions from operator to operations, including bus operator, supervisor of transportation, data analyst for bus transportation, and service planner at MTA. Born and raised in Baltimore City, Montrae claims both Baltimore Polytechnic Institute High School and Morgan State University (where he studied Transportation Systems) State as his alma maters. Montrae’s favorite pastime is spending time with his family and he enjoys chess as a hobby.
