Enforcement of Residential Permit Parking Resumes September 1, 2020

Now that restaurants and shops are starting to open again, and enforcement of parking meters has resumed, parking in residential permit parking areas has become a challenge. We are partnering with the Department of Transportation to resume enforcement in RPP areas beginning September 1, 2020. 

If you have a permit with a printed expiration date of 3/1/20 or after you may continue to use it until 30 days after the Covid-19 State of Emergency is lifted in the State of Maryland.

If you have no permit because you moved to an RPP area or bought a new car or have new license plates, you can apply for a permit online and we will mail you a permit. For most, you will not need to come to our office, even if you need a new permit. 

Please see below for important information about what you, as a resident in an RPP area, need to do (which may likely be nothing!) to avoid getting a ticket.

I have an expired Residential Permit Parking decal on my windshield. What do I need to do to not get a ticket?

Nothing. By executive order, all permits that expired since the emergency declaration by the governor remain valid until 30 days after the order is lifted, which has not happened. You don't need to renew permits if their expiration date is 3/1/20 or after.

I recently moved to an RPP area and haven't been able to get a permit because your office has been closed. What do I do?

You can go to pabc.thepermitstore.com and apply for a permit and we will mail one to you. You will have to upload photos of proof of residency and your vehicle registration

I purchased a new vehicle but I haven't been able to get a permit because your office has been closed? What do I do?

You can go to pabc.thepermitstore.com and apply for a permit and we will mail one to you. You will have to upload photos of proof of residency and your vehicle registration

I haven't heard anything about a Community Pickup. When will those be?

There won't be any community pickups at this time. If you need a new permit and qualify for one, we will mail you your permit. You do not need to renew your permit at this time.

I don't have Internet access but I need a new permit. What do I do?

You can come to our office at 200 W. Lombard Street on Mondays, Wednesdays and Fridays between 8:30 AM and 4:30 PM. Free parking is available at the Arena Garage located at 99 S. Howard Street. You will need to pass a health screening in the West Lobby of the garage and you will need to wear a mask during your visit. Please bring your required documents (proof of residency and your vehicle registration). 

I purchased a permit in February/March before the lockdown. What do I do now?

Nothing. We are working with the community association representatives for areas 3, 5, 14, 19, & 37 to determine the best course of action as far as mailing, refunds and replacements. There will not be any community pickups. At this time, please do not take any online action or visit our office.

I live in Riverside and we were supposed to start having RPP this year. What do I do now?

Nothing. Signs have not yet been installed in Riverside. We will let you know when RPP will begin. 


Parking Enforcement to Resume for Residential Permit Parking on Tuesday, September 1, 2020

The Baltimore City Department of Transportation will resume parking enforcement of Residential Permit Parking on Tuesday, September 1, 2020. If you do not have a permit on your vehicle, you will be subject to receiving a citation (ticket).

If you have an owner's or visitor's permit with an expiration date of 3/1/2020 or later, you do not have to do anything.  If properly displayed, these will be honored until further notice, even if expired.

Residents who live at an eligible RPP address can apply online immediately for a new permit at pabc.thepermitstore.com if they meet one of the following criteria:

  • You are a new RPP customer who has not been able to purchase a permit due to the COVID-19 closure of PABC offices.
  • You are an existing customer who has purchased a new vehicle or has new plates.
  • You are an existing customer who moved from one RPP area to another. If you moved within the same RPP area, you may continue to use the decal and visitor permit(s) you already have.

Residents who qualify can apply immediately online at pabc.thepermitstore.com to have a permit mailed to them. You will upload the required documents that are usually verified in person at the Parking Authority Office or at a Community Pickup. We will verify the documents online and mail residents their permits.

The Parking Authority Office, located at 200 W Lombard Street, Baltimore, MD 21201, will be open Mondays, Wednesdays, and Fridays from 8:30 am to 4:30 pm. Extended late-night hours and Saturday hours will not be available. The office will be open for residents who do not have online access or experience problems with the website. 

For the safety of our employees and customers, the office will open with the following restrictions:

  1. There will be a maximum of five customers allowed in the office at a time. 
  2. A mask must be worn at all times over your nose and mouth.
  3. You must pass a health screening in the Arena Garage lobby closest to our office main entrance.
  4. Hand sanitizer will be available. Please use some when you enter.
  5. Please do not walk up to any employee desk. Please have a seat and wait to be called, as employees must wipe down surfaces between each customer.
