Mayor Bernard C. “Jack” Young, Mayor’s Office of Children & Family Success Announce Closure of City’s Five CAP Centers

Residents can continue to submit online applications for energy assistance and BH2O

BALTIMORE, MD.  — Today, Mayor Bernard C. “Jack” Young announced that the Mayor’s Office of Children & Family Success is closing its five community-based Baltimore City Community Action Partnership (CAP) centers, effective Monday, March 30. Mayor Young issued the following statement:

“These centers are a vital resource to city residents and for that reason they will continue to accept applications for energy assistance and BH2O online,” Mayor Young said. “But in keeping with our aggressive position on social distancing, we cannot keep them open and have staff continue to report to work.”

The CAP centers closed to the public earlier this month but until Friday, staff continued to report to work to process applications. But even with the closure, residents can continue to submit applications for assistance online, though the processing of applications is likely to take longer than usual.

“I want to thank Mayor Young for recognizing the importance of CAP as a vital community resource while also  underscoring the importance of social distancing to keep both CAP staff and clients healthy and safe,” said Mayor’s Office of Children & Family Success Executive Director Tisha Edwards. “I do want to note that under these circumstances, CAP staff’s ability to process applications will be limited and take longer than usual.”

For energy assistance residents can:

  • Complete an application online through the state’s energy assistance portal at www.dhs.maryland.gov/benefits
  • Call the State Call Center at 1-800-332-6347 to request an application or go to www.dhs.maryland.gov/energy to download and print an application and mail to to 1731 E. Chase Street, Baltimore, MD 21213
  • Call the State Call Center at 1-800-332-6347 with questions

For BH2O, the city’s water discount program, residents can:

“I want to thank the CAP center staff and the Mayor’s Office of Children & Family Success for making energy assistance and BH2O support available to residents for as long as possible--and for making it possible to continue this critical work online,” said Mayor Young. “This is yet another important step in limiting the spread of coronavirus in Baltimore City.”
