On Monday, I’m introducing a resolution, "Gun Trace Task Force - Getting to the Bottom of the Corruption" (19-0171R), calling on the Baltimore Police Department to convene an investigation to fully delve into how the Gun Trace Task Force was permitted to operate in such a reckless and corrupt manner within the Department. The resolution asks that the investigation be conducted by a trusted and independent entity outside of BPD and asks for the findings to be presented to the City Council.
For the Baltimore Police Department to truly reform, we have to get to the bottom of how the cancer of the Gun Trace Task Force was able to not just survive, but thrive within the police department. There must be a top-to-bottom, independent investigation. We simply don’t know how deep this goes into BPD’s culture.
The Council will take a vote on 2nd Reader on "Transparency and Oversight in Claims and Litigation" (19-0409), a bill I introduced with Councilwoman Shannon Sneed that would ban the use of gag orders in city settlements for police brutality or unlawful discrimination. Let’s ensure future mayors of Baltimore do not have the power to arbitrarily reverse course when it comes to an individual’s right to free speech.
We will pass the "Jordan McNair Youth Athletic Protection Act" (19-0337), sending it to the Mayor's desk for a signature. I introduced this bill to keep our youth athletes safe by requiring appropriate training and equipment of all adults who work with young people in Recreation and Parks facilities.
Last, but certainly not least, I’ve added something new to our Council agendas: a Youth Showcase. Every meeting will now feature an opportunity for our young people to directly address their local elected officials and the public, and be recognized for their accomplishments. Share your ideas for youth organizations and young people who deserve to be recognized with my legislative assistant Dominic.McAlily@baltimorecity.gov.
