Mayor Pugh Announces Safe City Baltimore Grantees

On November 15th, Mayor Catherine E. Pugh announced the grantees for the Safe City Baltimore Immigrant Defense Fund.  Established by MIMA and Open Society-Baltimore, the initiative seeks to educate immigrant communities about their rights and to provide legal counsel for individuals with viable claims to remain in the United States and immigrants facing deportation proceedings.

The Safe City Baltimore initiative is funded by Baltimore City, OSI-Baltimore, the Vera Institute of Justice, the Annie E. Casey Foundation, and more than 60 other foundations and individuals. Baltimore City and OSI-Baltimore will disburse the funds to established non-profit organizations providing immigration legal services, as follows:

  • Catholic Charities Esperanza Center will provide immigrants legal consultations about their rights, legal representation to access available remedies, and family safety planning.
  • Pro Bono Resource Center of Maryland will provide consultations and referral services at the Baltimore Immigration Court and recruit, train, and coordinate pro bono attorneys.
  • The University of Maryland Carey School of Law Immigration Clinic will provide representation in immigration bond hearings and develop a statewide immigrant legal defense fund.
  • Capital Area Immigrants’ Rights (CAIR) Coalition will provide legal representation to immigrants facing deportation hearings.

Safe City 2

Combined, the Safe City Baltimore initiative will assist approximately 900 people at various stages in their immigration process.  The initiative will not only provide families access to due process and fair representation, but will also disrupt the ripple effects of deportation in our communities and the city’s economy.

Snapshot of Our Community: Baltimore’s Bags of Love for Puerto Rico

Puerto Rico Aid

Following Hurricane Maria, many of our residents organized efforts to assist our neighbors in Puerto Rico. Among them, Baltimore business owner Elda Devarie galvanized efforts to bring donations to the island following the disaster. Elda’s resilience and commitment to her beloved Puerto Rico has resulted in the delivery of 320,000 pounds of supplies for those in need so far.

Elda’s next project is to deliver 1,500 boxes of non-perishable products to feed a family of 8 in rural areas of Puerto Rico for Christmas. Bags of Love for Puerto Rico seeks to bring hope and relief for families during the holidays. Partner Spotlight: International Rescue Committee – Baltimore Refugee Integration, Skills Training and Employment Program (RISE)

The International Rescue Committee provides opportunities for refugees, asylees, victims of human trafficking, survivors of torture, and other immigrants to thrive in America.  In Baltimore, the IRC has a range of employment services from supporting refugees and immigrants seeking a first job or a job upgrade. One of their most successful programs is the Baltimore Refugee Integration, Skills Training and Employment Program (RISE), commonly known as Baltimore RISE. The mission of Baltimore RISE is to facilitate the long-term self-sufficiency of refugees through career laddering, job upgrades and access to ESL training. The RISE team is currently enrolling new clients in search of a job or job upgrade. To qualify for this program you must have authorization of employment, and be a refugee, asylee, special immigrant visa (SIV) holder, victim of trafficking (VOT) or other humanitarian migrant within 5 years of date of arrival/immigration status. Smret arrived in the U.S. in January 2016 from Eritrea. A single mom of two sons, she initially obtained work at Starbucks in April 2016 with support from the International Rescue Committee (IRC) in Baltimore. In March 2017, Smret was connected to the Mayor’s Office of Immigrant and Multicultural Affairs’ RISE program, attended Food Service training, and obtained a Serve Safe food handling certificate. Within 1 month of training completion, Simret transitioned to full time work at Mercy Hospital’s food service department, making $4,000 more annually than her initial position.

Smret says, “The training has a lot of information about how to work with people and how to serve customers.” With regard to her future, Smret says, “Every day there is a new opportunity at Mercy. It gives me hope that I’ll work my way up. Maybe one day I will become a nurse.”

National Happenings: Temporary Protection Status for Haitians to end in 2019

On November 20, 2017 Acting Secretary of Homeland Security Elaine Duke announced the decision to terminate the Temporary Protected Status (TPS) designation for Haitians living in the United States. There are an estimated 60,000 Haitians impacted by this announcement, who have been living in the U.S. since the 2010 earthquake in Haiti. According to Acting Secretary Duke, the “extraordinary but temporary conditions caused by the 2010 no longer exist. Thus under the applicable statute, the current TPS designation must be terminated.”

The termination will go into effect on July 22, 2019 providing “18 months to allow for an orderly transition before the designation terminates.” Haiti is the third nation to have its citizens stripped of their protective status in recent months, preceded by Nicaragua and Sudan. More information
