See the events as advertised in this newsletter. Among the many events, including Halloween events and other social gatherings, there are opportunities to participate in activities that may help you address any concerns or suggestions that you may have regarding city services. Note the Neighborhood Summit on Saturday, November 1, and take advantage of the opportunities to meet directly with representatives of various City Departments and Offices.
We hope for greater cooperation between the State of Louisiana and the City of New Orleans regarding the financial needs of our City, which has experienced so many challenges of late. There are opportunities for enhanced sharing of the opportunities generated by assets that exist in our city.
The State of Louisiana, or agencies created by and governed by it, owns and operates the Louisiana Superdome, the Ernest N. Morial Convention Center, City Park, Lakeshore Drive and Lakefront green spaces, Lakefront Airport, SUNO, UNO, and Delgado, all of the Port of New Orleans properties, and every parcel along navigable waterways, and even more.
The State of Louisiana, through the Louisiana Department of Transportation and Development, has jurisdiction over most areas under the elevated interstate highways that traverse our city, as well as areas that require regular attention by the City’s Office of Homeless Services and Strategies. Members of the New Orleans Police Department, the New Orleans Fire Department, the City’s Emergency Management Services, the City’s Health Department, and other City agencies provide a multiplicity of services in support of operations involving areas that fall under the jurisdiction of the State of Louisiana. Those operations provide financial support for State operations and for city operations.

Filmore Ave. at Cartier Ave. Water Leak
The Sewerage and Water Board is aware of the leak at Filmore Ave. and Cartier Ave., and is working to get it stopped as soon as possible.
Here is the latest update from General Superintendent Stephen Nelson:
October 9th Update: "We were informed by Boh Brothers that the repair to the valve at Florida that is controlling this leak cannot be started until 10/27. We have requested that the leak repair be expedited but we are not likely to be able to get the repair any sooner. Networks is also working on a follow up quote from a second vendor on the Filmore/Cartier leak to see if we can foreshorten the timing of this issue. There is a large piece of steel pipe that has a multi week lead time so we’ll have to get that schedule update as soon as we can."
Demolition of Blight
The Department of Code Enforcement conducts scores of demolitions each year in District D alone, including such as this blight on Claiborne Avenue. The City expends millions of dollars annually to demolish blight, imposes liens on the properties, and seldom gets paid back by the derelict owners.
However, the work must be done to keep our residents safer and to make our communities safer.

Infrastructure and Street Repairs
There are hundreds of blocks to be repaired in District D. However, hundreds of blocks have been some repair over the past four years. The passage of the bond proposition on November 15th will insure that repair work continues.

The collaboration of a number of agencies has resulted in enhanced safety and more recreational activity at too long underutilized Hardin Park in the Seventh Ward. Thank you for the work over the past two years.
 The Orleans Parish District Attorney - New Orleans Data Informed Cimmunity Engagement (NO-DICE) program, the New Orleans Police Department, The 18th Ward, and the New Orleans Recreation Development Commission, and Councilman Green. Students from the nearby Good Shepherd School joined the celebration with a game of flag football.

Closure Notice
Lakeshore Drive will be closed this Sunday, November 2nd, from 6:30 to 11:30 a.m. due to a Halloween half marathon. The event will start and finish at the same location from the Blue Crab Restaurant and Oyster Bar with our Half Marathon Starting at 7:15am, our 5K and 10K starting at 7:30am and our Kids One Mile Fun Run starting at 10:00am. Haynes Charter Schools to Host Open House Tours
Hynes Charter Schools will hold Open House Tours for parents and guardians of prospective students on the following dates: November 13, 20, and December 4 at 8am. The tours will take place at each of its three campuses: Hynes-Lakeview, 990 Harrison Ave.; Hynes-UNO, 1901 Leon C. Simon Drive and Hynes-Parkview, 4617 Mirabeau Ave.
Participants must register at www.hynesschool.com/admissions to participate in a school tour. ID is required.
NORD Commission Announces Opening of 2026 Summer Partner Applications
NEW ORLEANS, LA — The New Orleans Recreation Development (NORD) Commission today announced that it is seeking individuals, organizations, and other entities to apply for 2026 summer program partnerships. These partnerships will support NORD Summer Camps, which serve youth ages 4-12 and teens ages 13-15.
Key dates and details for the Summer 2026 partnership process are as follows:
Application Release Date: Friday, Oct. 3
Technical Assistance Workshops (Mandatory for all applicants):
- Wednesday, Oct. 15 at 10 a.m. at Milne Recreation Center (5420 Franklin Ave.)
- Thursday, Oct. 30 at 2 p.m. at Milne Recreation Center (5420 Franklin Ave.)
- Tuesday, Nov. 11 at 5 p.m. at Milne Recreation Center (5420 Franklin Ave
(Note: Applicants must attend one session, but do not need to attend all.)
Application Deadline: Friday, Nov. 14 by 5 p.m.
Providers will be required to enter into a Cooperative Endeavor Agreement with the City of New Orleans before their programs can be activated once their applications are approved.

Benjamin Franklin High School to Host Bennaroo, Its First-Ever All-Ages Music Festival on November 9th
 Benjamin Franklin High School is excited to announce Bennaroo, the school’s first-ever all-ages music festival, set for Sunday, Nov. 9, from 4 p.m. to 8 p.m. at The Broadside, 600 N. Broad Street. Bringing together students, families, alumni, and the wider New Orleans community for a day of music, food, and fun, Bennaroo promises dynamic performances from local bands, student ensembles, and special guest artists.
The festival kicks off with a Prelude Party (separate ticket required) featuring Delfeayo Marsalis at 3 p.m., followed by a star-studded lineup that includes Rich Collins of the Imagination Movers, Creole String Beans, The Iguanas, Sarah Quintana, Anais St. John, and wildly popular student band Beverly Hills Polo Club.

Roots of Music Home Sweet Home Gala on November 12th
 Join us on Friday, November 14th, 2025 for our annual gala and homecoming celebration this year! We’re very excited to be hosting this event at St. Gabriel the Archangel Church at 4700 Pineda Street, New Orleans, LA.
This night of celebration will feature food and drink, live music, and a silent auction, all benefitting Roots’ programs. Weekly Crime Statistics
 One violent crime is too many. However, progress is being made. Orleans Parish, with its millions of visitors per year and historical pressures on its social fabric has special challenges relative to crime - challenges that are distinct in the State of Louisiana. Appreciation is due to residents and to members of the law enforcement community - led by the NOPD's constitutional patrols and investigations - for the progress being made. There is still much to do.

New Orleans City Council Introduces Guardrail Legislation on Proposed $125 Million Revenue Bonds
NEW ORLEANS, Wednesday, October 29, 2025 | Today, the New Orleans City Council held a special meeting to introduce legislation to place guardrails on the proposed $125 million of revenue bonds that will be used to pay for City employees and to ensure the budget passed by the Council is followed.
In addition, the Council will grant the Louisiana Legislative Auditor access to review the City’s finances from 2022 and beyond, and to review the City’s financial position regularly. Understating the urgency and gravity of the City’s finances, the City Council is proactively legislating solutions to show fiscal transparency and accountability. Read More

NORD Commission Offers Free Kid Café After-School Meal Program in Partnership with Second Harvest Food Bank
NEW ORLEANS, LA — The New Orleans Recreation Development (NORD) Commission is pleased to announce that Kid Café, a free after-school meal program for youth ages 18 and under, is now underway. In partnership with Second Harvest Food Bank, No Kid Hungry, and Share Our Strength, the program provides children in afterschool program sites across New Orleans with consistent access to nutritious meals during the school year.
Kid Café meals are available Mon. through Fri. from 3 p.m. to 6 p.m. at NORD Commission recreation centers:

New Orleans Health Department Launches Big Easy Swim Easy to Teach Hundreds of Local Kids to Swim for Free
This summer, the New Orleans Health Department is proud to announce the launch of Big Easy Swim Easy, a new citywide initiative offering water safety courses and free swim lessons to children and teens across Orleans Parish. The program aims to prevent drowning, promote water safety, and increase access to lifesaving swimming education for New Orleans youth.
Now through September 2026, the program will offer swimming instruction to approximately 700 lower-income children who meet the requirements, ages 5 to 18, with an emphasis on beginner-level swimmers on a first-come, first-served basis. Pre-registration is required, and families can sign up now through our partner organization, The 18th Ward, via nola.gov/swim. Registration for the fall season is now open, with additional groups becoming available later for the winter, spring, and summer 2026 seasons. All pools will be located in Orleans and may vary by season.
What’s Provided:
All the necessary swim gear is available at every lesson. Instructors will provide:
- Goggles
- Kickboards
- Barbells
- Pull buoy
- Boat swim trainer
- Hand paddles
What kids/families need:
- A towel
- Swimwear (one-piece or two-piece suits, swim trunks, or athletic shorts)
- Preferably no T-shirts
How to Register:
Families must pre-register via The 18th Ward. Registration links and more information can be found at nola.gov/swim. Availability is on a first-come, first-served basis. Waitlists will be created once all the slots are filled. All swim instructors are certified and provided by The 18th Ward.

Reminder: the fine for tagging buildings with graffiti has increased from $100 to $500 due to City Council passage and Mayor Cantrell’s signing of an amendment to an Ordinance introduced by CouncIlman Green.
Areas such as along historic Claiborne have been negatively impacted by the destructive work of some selfish people. Anyone writing or drawing on property owned by someone else without that owner’s permission has committed the crime of vandalism.

The Summit will fill up two weeks in advance - it always does. Each time the summit is held, registration exceeds the room's capacity.
